AN ORDINANCE AUTHORIZING
THE ISSUANCE OF $8,000.00
WATER WORKS BONDS OF
THE TOWN OF HIGHLANDS,
IN THE COUNTY OF MACON.
NORTH CAROLINA.
WHEREAS, the needs of the
Town of Highlands requires that
there be installed an extension to
and enlargement of the Water
Mains; and whereas, there is need
for increased storage facilities; and
whereas, the Board of Commis
sioners of said Town of Highlands
have determined the cost of said
proposed' enlargements and exten
sions of said mains and storage
facilities will cost the said Town
the sum of EIGHT THOUSAND
DOLLARS ($8,000.00).
AND WHEREAS, a statement
of the debts and assessments of
the taxable property of the said
Town has this day been presented
to the Board of Commissioners and
filed with the Town Clerk and is
open for inspection ; and whereas,
the assessed value of the property
within the corporate limits erf the
Town of Highlands as last fixed
for municipal taxation is $408,--627.00;
and whereas, the net out
standing debt of the Town of High
lands is $125,000.00; and whereas,
the percentage that the net debt
bears to the net assessed valuation
is 33 per cent.
NOW, THEREFORE, be it or
dained by the Board of Commis
sioners of the Town of Highlands
in regular assembled meeting: .
SECTION 1. That there be
issued by the Town of High
lands not more than EIGHT
THOUSAND DOLLARS Water
Improvement Bonds, bearing in
terest at the rate of six per cent
per annum for the purpose of
paying for said extensions and
enlargements of said Water
Mains and increasing the size
'- ' bf said storage facilities, said
bonds to be issued at such time
as the Board of Commissioners
of said Town may direct by
Resolution, within three years
after Ordinance takes effect.
The time and place of the pay
. ments and other details in con
nection with said' issuance not
inconsistent with this Ordinance
shall be provided by the Board
of Commissioners by Resolution
adopted prior to the issuance
of said bonds, provided said
Bonds shall mature and be
made payable, the first not more
than three years from the date
of the first Bonds issued, and
the last of which shall mature
and be' made payable not more
than sixteen years from the date
of the first issued Bonds and
no installment or series shall be
: more than two and one-half
times of the smallest installment
or series.
SECTION 2. That the maxi
mum aggregate principal of said
Bonds, as hereinbefore stated,
shall be EIGHT THOUSAND
DOLLARS.
SECTION 3. That a tax suf
ficient to pay the principal and
interest of said Bonds- shall be
annually levied and collected.
SECTION 4. That a state
ment of the debts of said Town
shall be filed with .".iClerk of
said Town at his office and open
for public inspection.
SECTION 5. That this Ordi
nance shall take effect when ap
proved by the voters of the
Municipality at an election as
provided by law.
SECTION 6. That this Ordi
nance shall be published once
in each two successive weeks,
after its final passage, in the
Franklin Press, a weekly news
paper published in the Town.
of Franklin, Macon County,
North Carolina, and notice shall
be published with said Ordi
nance in the manner prescribed
by Section 2944 of the Consoli
dated Statutes, with the printed
signature of the Clerk of the
1 Town of Highlands affixed
thereto, stating the date of the
Ordinance passed, and date
same was: first published, and
further stating that any action
or proceeding questioning the
validity of said Ordinance must
be commenced within thirty
days after it is first published.
This is to certify that the fore

March 7, 1939, and was first post
ed On March 21, 1939 and is first
published August 1, 1940. Any ac
tion or proceeding questioning the
