How' does our Courthouse compare with other courthouses in regard to sufficiency of space, fire protection for its records, and san itary conditions? It has been stated by prominent judges and others that the court house in Macon county is the most inadequate courthouse in the state. This building is now 60 years old and was built before the require ments for adequate fire protection for records and sanitation was considered essential. It is impos sible to provide these facilities in the present building. While this building provided in an adequate manner for the business of Macon county almost three-quarters of a century ago, it does not and can not provide lot the requirements of the county government now. In the opinion of the Board of Com missioners, it is absolutely neces sary to provide modern facilities to meet the modern - requirements of government. 25. Does this project contemplate only, a courthouse or a new court house and jail? i . The; project contemplates both adequate office facilities, court house facilities and jail facilities, which in the opinion of the Board will meet the requirements of Ma con county fop the next 50 years or longer. ' 26. To whom does the property upon which the jail is situated be-" long? The property upon which the present ' jail is now standing is owned by Macon county in fee simple absolutely, and can be dis posed of as any other property owned by Macon ' county. 27. How many escapes have oc curred within the last 24 months? Nine. 28. Does our present jail com ply with1 the state law. in regard to its different compartments? It does not and the same has been heretofore condemned by both the department of health and the department of public welfare. Its condition is such that the Fed eral authorities will under no cir cumstances allow their prisoners to be kept there. The Board of County Commis sioners of Macon county, realiz ing the need for a new courthouse and jail facilities have presented the matter to the voters of Ma con county for their consideration. The Board feels that certainly within a very few years the coun ty is going to have to provide both adequate jail and office fa cilities for the county government. It feels that if , it can obtain from the Federal Government from 65 to , 70 per cent of the total cost of the project that the taxpayers of Macon county will have receiv ed great aid and, assistance which at a later date1 might not be avail able. If we should wait until a later 1 date, and even though no disaster occurred to the tax rec ords, deed records or other public records of the county, and then be required to build out of our own recources a courthouse ana jail adequate to meet the needs of this county, without government as sistance, the tax burden might be considerable. We have tried to show that if we canj get the gov ernment aid at the present time that this building can be erected without any increase in our tax rate. The Board of County Com missioners has no personal interest sf .of ' V sire only scrub - producing cows Only bulls with high production can profit-making cows. can best be found in purebred herds. v .A- A X in this matter and lias presented this .bond issue to the people of Macon county now in order to al low them to-speak and state their desires in this connection. The Board of Commissioners, desires to call attention particularly to the fact that the amount of this bond issue has beein set at a figure which will provide full sponsors' contribution for the building and also complete and adequate equip ment for the same when it is com pleted. It is apparent 'from past recommendations of grand juries, severe criticism made by the judges who presided over our Courts, threats from solicitors to indict the Board of County Commission ers on account of the condition of the jail and more exacted legisla tion from year to year as to the requirements of courthouses and jails that it is only a matter of a short time until we will be forced to build a new courthouse and jail. WPA support of such pro jects will soon be withdrawn and we hope we are not too late to get the benefit of it now. As we see it to delay further will simply mean that we will have to build our courthouse and jail ourselves, thereby having to pay 21 cents in taxes to j i ' for it where now we would only have to pay seven. Reynolds, .state health officer, has issued a State ment upon his return' from six of the eight counties where fall army maneuvers are to be held, where he contacted local officials as well as army officers from Fort Bragg: "About two year,s ago North Carolina put on an . intensive cam paign against venereal disease and has since established nearly JUO clinics where sufferers can secure treatment, free, until cured. This program lias been prosecuted with gratnying results, maieriany hw ( ering the infection rate and the incidence of syphilis in this state. "It was not our purpose to cen sure or persecute any person or persons or localities. We were con vinced, however, that a 'truthful statement, backed by official and authoritative evidence, should be publicized, let the chips fall where they might. "To allow prostitution and houses of prostitution to flourish places a premium on venereal diseases. It causes the registrant who has a venereal . disease to be rejected and perhaps makes your boy next in like to take his place. Law Enforcement " Urged The health officer and his per sonnel are not law enforcement agencies. It is the law enforcement agencies' sworn duty asd obligation to society to seek, and secure evU dence of law violators. "Law enforcement officers do, as is common knowledge, follow up the man who assaults another with a deadly weapon, the thief, the hit and run driver, and they do npt cease their activities until these culprits are apprehended, brought to justice, tried and, when convict ed, sentenced. 1 "Think for a moment and ans wer this question to yourself: "Is not a prostitute, of whom from 90 to 97 per cent are suffer ing with a venereal disease and intermittently infectious, doing a greater injury to .society tha,n any of the above .offenders? "The greatest enemy to mankind is the spiirochete, (syphilis germ) the gonoccocus (gonorrhea germ). Think, if you please, that more man days are lost in the army today at Fort Bragg due to venereal dis ease than frpm any other cause. From 15 to 20 per cent of the hos pital beds at Fort Bragg are oc cupied at this very moment by men with this crippling disease. "It is the duty of state," county and local health officials-to make known these facts. Surely the civi lian population and the soldiers should be given every legal pro tection against venereal disease." Carlisle Bros.
