GREATER ROAD I SAFETY IS AIM OF NEW LAW Problem Attacked From Fcur Angle* In Act Now In Effect With a view to making North Carolina highways safer, the last general assembly, in a law 1 it enacted, attacked the prob- j lem from four angles. The purpose of the act, which went into effect July 1, Is set forth in the law itself: "Each of the citizens of the State of North Carolina has the right and privilege of using the streets and highways of the state either as a pedestrian or motor ist or both, without needless ex posure to accident, injury, or death on occasion by tbe reck less or otherwise unlawful oper ation by others of vehicles over or upon said streets and high ways." To bring about a greater safe ty on the highways the leglsla tare h&j by this act made into law new regulations that it feels will accompluh the purpose of thla act. First, there U to be a regular inspection of motor vehicles made by Inspection station* op erated by the Department of motor vehicles. Unless these sta tions Issue to each owner a cer tificate of approval the Inspect ed car may be taken from the highways until such times that Its defects have been corrected. The Inspection stations will be located as conveniently as pos sible for the motoring public. During the year of 1948 each motor vehicle, trailer and semi trailer registered In North Car olina shall be Inspected one time by the department of motor vehicles. Starting Janu ary 1, 1949, and each year thereafter, each vehicle must be inspected semi-annually. The cwner is to pay for this inspec tion. The inspection for the first year is to be $1, thereafter for each Inspection the fee will be 75 cents. Second, there has been pro vided for a renewal of driver's licenses every four years. The license is to be renewed only after an examination at the PEACHES . . After renewal of the license, the operator's license will auto matically expire on the birthday of the license in the fourth year following its issuance, and a new license will not be issued until the operator has again passed the specified examina tion. The fee to be charged tlie operator each four years Is $2. Every chauffeur's license shall expire June 30 of 1 each year and is to be renewed annually only after examination has been passed. Third, there has been a new tpeed limit set for North Car olina ? a maximum of 55 MPH on the highway, subject to "No person shall drive a vehicle on a highway at a greater speed than Is reasonable and prudent under the conditions then ex isting." This provision should be kept in mind when noting the following speed limits: 1. 20 MPH in any business I district. 1 2. 35 MPH in any residential district. 3. 45 MPH in places other than those named in Para graphs 1 and 2 of this subsec tion for vehicles other than pas senger cars, regular passenger vehicles, pick-up trucks of less than one ton capacity, and school busses loaded with chil dren. 4. 55 MPH in places othei than those named in Para graphs 1 and 2 of this subsec tion for passenger cars, regular passenger carrying vehicles, and pick-up trucks of less than one ten capacity. The State Highway and Pub lic Works commission shall de termine on a basis of engineer ing and traffic investigation what speeds shall be deemed safe under existing conditions.' Suspensions To the authority of the motor vehicle department to suspend licenses the following two Sec tions are added: If a driver: 1. Has, within one year, been cm vie ted of two or more charges of speeding in excess of 55 and not more than 75 miles per hour, or of one or more charges of reckless driving and one or more charges of speed ing in excess of 55 and not more than 75 miles per hour. 2. Has been convicted of op erating a motor vehicle at a speed in excess of 75 miles per hour. When a license is suspended under No. 1 above, it shall not be for less than 60 days nor more than six months. When license is suspended under No. 2 above, it shall not be for less than sU months nor more than one year. In regard to operating a mo tor vehicle under the Influence c t Intoxicating liquor or narcot ic drug the following has been added: 1. When a license la revoked because of a second conviction tor driving under the Influence of Intoxicating liquor or a nar cotic drug, the depatment shall not grant application for a new license until the expiration 01 three years. 2 When a license is revoked i because of a third conviction for orlvlng under the Influence of intoxicating liquor or a narcotic drug, the department shall nev er grant application for a new license: Provided, that the de partment may, after the expira tion of five years, grant an ap plication for a new license upon satisfactory proof that the for mer licensee has been of good behavior for the past five years, and that his conduct and atti tude is such as to entitle him to favorable consideration. thanks: I wish to express my appr^ i ciation to the many friends who showed their kindness and sym pathy at the time of the death I of my mother, Mrs. Mattle Hill Rainey.
