Straight Forward ? Simple ? Constructive
?
1. A substantial increase in teachers' salaries
to "attract and hold in the state's services the
most competent and consecrated teachers,"
2. A reduction in the pupil load through the
employment of more teachers. He added : "We
can find no satisfaction in the fact that in the
number of children per teacher North Carolina
ranks at the absolute bottom of the states of
the union."
3. Use of some of the state's general fund
surplus to help less fortunate areas to erect
school buildings. But, he said, "I am not advo
cating or suggesting that the state assume all
of the costs of school construction."
4. A school health program that will insure
to every child a fair chance at a healthy start
in life. He said: "Health should be taught in
the schools. Every child should have a thorough
physical examination every year. Where par
ents are financially unable to have physical de
fects corrected, the state should provide the
necessary professional services."
5. A state referendum on a bond issue for f
improvement of secondary roads. He added
that if the state continues to follow a pay-as
you-go policy on improving secondary roads,
"many years will elapse before thousands of
farmers will be served by all-weather roads."
6. Development of "an adequate marketing
system" for agricultural products. He added :
"The problem of surpluses, with their price-de
pressing effects, stands today as the greatest
threat to the posterity and welfare of the North
Carolina farmers."
7. Increases in appropriations for needy old
people and dependent children to bring them
"into line with the high living costs of the
day."
8. "A reasonable expansion in the state's
services, with such tax relief as necessary to
correct injustices." He expressed the belief that
the state should not continue to collect money
which it does not need.
9. Increased emphasis upon establishing in
dustries in rural communities.
10. A constitutional amendment providing
for concentrating in Raleigh "only those gov
ernmental functions which are state-wide in
their application and which the state can per- '
form more efficiently."
