Retire Bonds
? Continued From Pace One
valuation of improvements made
In 1849 by the Nantahala Power
and Light company is to be
fixed by the state authorities
at $500,000, this adding a half
million to the total valuation.
Turning to the question of
tax rates, the county superin
tendent said a levy of 20 cents
on the $100 valuation would
raise enough to take care of
these yearly bond payments,
and he explained that the cur
rent levy contains 15 cents
which In iuture can be used to
retire the proposed bonds. A
12-cent levy now in effect is
for schoo's' capital outlay, and
a three-cent levy is to pay off j
a loan from the state, obtain
ed in 1940-41 to complete the
Otto and Cowee schools. The
last installment on this loan to
the state, he added, will be paid
this year.
That would leave a d.'fference
cf 5 cents on the $100 valua- '
tion, and he suggested the coun
ty's current debt service levy
of 43 cents for bonds ncrw out
standing is hieher than is now
required. (W. E. Baldwin, chair
man of the board of county
commissioners, es^cliei last week
had announced that no increase
in tax rate would be necessary
to carry the proposed new
bonds. )
Mr. Houk listed the schools it
Is proposed to build, and their
sizes, and commented that the
proposed combination auditori
um-gymnasium at Franklin will
seat at least 1,800 persons.
After the meeting, in conver
sation with club members, he
said the new high school build
ing proposed at Franklin will be
situated between the present
high school building and Poiter
street.
Mr. Houk said the locations
and sizes of the schools had
been determined after a care
ful study of population trends
over a 20-year period, and he
said Ronald Greene, Ashevi'ie
architect who is consulting with
local school authorities, and Mr.
Greene's engineer that day had
visited several sites, including
the Franklin school. The two,
Mr. Houk said, assured him the
money It is proposed to spend
on the various schools Is ade
quate for the purpose.
Mr. Houk commented that,
regardless of the result of the
bond issue, an increase in the
levy for school operation Is go
ing to be necessary. The cur
rent operation levy is 12 cents.
