lard was the son of Zeb and
Lona Ward Dillard. He received
his education at the Sylva Col
legiate institute, the Macon
Business college, Macon, Ga.,
and the*Atlanta Law school.
Surviving are his widow; a
sister, Mrs. Belle Dillard, of
Sylva; a brother, Victor Dillard,
of Sylva; three half-brothers,
Jess Dillard, of Waynesville,
Lyndon Dillard. of Sylva, and
Gerson Dillard, of Akron, Ohio;
and a half-sister, Mrs. Cora
Sims, of Detroit, Mich.
Pallbearers were Verlon Swaf
ford, J. C. Jacobs, Erwin Pat
ton. Oscar Ledford, Frank Mar
tin, and Armour G. Cagle, all
members of the Franklin board
of aldermen.
Honorary pallbearers were
members of the Alex Moore

With the passage of the or
dinance by the board of alder
men, a board of adjustment is
automatically established. It will
consist of five members, citizens
of Franklin, appointed by the
mayor and approved by the
board of aldermen. Each mem
ber will serve three years, with
the exception of the first five
appointed, who will serve re
spectively for terms of one year,
two years, and three years;
thereafter members will serve
three years.
