the most of their labor, land and
other resources, he said.
Production and subsistence loans
are also made for fertilizer, seed,
tractor fuel, insecticides, and oth
er farm and home operating ex
penses. The loans bear five per
cent interest and repayments are
scheduled in accordance with the
borrowers' ability to repay. Loans
for crop production are repayable
when Income from the crop is re
ceived. Loans for capital invest
ments are repayable over periods
up to seven years. The maximum
loan is $7,000 and total indebted
ness cannot exceed $10,000.
Several steps are taken by the
Farmers Home Administration to
assist farmers in making the best
use of their loan funds, the super
visor said. Before a loan is made
a complete farm and home plan
is prepared by the farm family
with the assistance of the agency's
supervisor. The plan shows how \
the farm will be operated, esti
mated yields and income, and a
budget for farm and home ex- !
pense. Provision is made for the 1
production of a large portion of
, the family's food supply and pro
, vision is made in the budget for i
household expenditures and med
ical care.
No loan is made unless the farm
and home plan shows that the
| farm when properly operated und
er normal conditions will produce
an income that will provide the
family a good living and enable j
them to repay their debts. Mr.
Hemphill explained.
Guides have been established
with the aid of the extension i
service and other agricultural j
agencies that show desirable com
binations of enterprises, the
amount of land, quantity of live- !
stock, amount and quality of pas
ture. and feed, crops, acres of
cash crops, and the yield per acre
and production per animal that
are needed for the successful op
eration of family-type farm* In
this area. Tbeae guide* are uaed
in developing the farm and home
plans.
In addition, the supervisor said,
at the end of the crop year a I
complete review of the year's op
eratlons is made by the family
and the Farmers Home Adminis
tration supervisor to determine
which farm enterprises were the
most successful and what further
improvements are to be made in
the coming year.
