C. General Assembly. More than a hundred students I representing all the counties in | North Carolina have arranged their own campaign to show legislators what UNC needs for the biennium, 1959-61. Acting entirely on their own volition, without prodding from university officials, the students are running their own "contact organization." During the recent holidays, stu dents consulted with legislators 11 the home towns, with Carolina undergraduates home for Christ mas calling on legislators in their local communities. This will be followed up. Mr. Smith said, by visits to Raleigh during the legislative sessions, and also a television program the last week in February. In making it a student do-it yourself project, the students pre pared a mimeographed booklet showing the requested budget for the university at Chapel Hill, to gether with reasons why they think the appr6priations are justi fied. Mr.. Smith pointed out the fact that no student "lobbyist" is paid and therefore will not have to register as a lobbyist. "We did our own mimeograph ing and paid for it all." said Mr. Smith, "and the few phone calls we made were at our own personal expense." Legislators were impressed by visits from their home-town con stituents who are enrolled at Chapel Hill. One legislator told his caller, "This is the first time in my 20 years in the legislature that a student has called on me to talk about Chapel Hill and the ap propriations needed there. I like to see it." Legislators went over the budget with the students in many cases and made firm or generalized commitments on certain items, or | said they would maintain a "wait | and see" attitude on certain items. In the confidential reports the students brought back for then future use they "-sized up" each legislator, his attitude toward the ! university and education in gen eral, and what the likelihood is for counting on his support. It is emphasized that the pro gram is entirely student inspired 'and student directed.
