/"Xree Friday, September 14, 1934. THE PILOT. Southern Pines and Aberdeen. North Carolina Pago Wiar** Delay No Longer- For several years past, homes all over America have been steadily going down hill. Many property owners have been un able to pay for normal upkeep and repairs. A far greater num ber have delayed the larger improvements which mean better housing and better living. Now is the time to make those improvements. The National Housing Act was; designed to help you improve your property and increase its value and usefulness. Through one of the sim plest and most rea.sonable systems of financing ever devised, the Act makes it possible for you to make delayed repairs and provide better surroundings for your family. If you have cash for property impmvemf nts, rash payment is, of course, the best method, but in caae you need to borrow The Bank of Pirehurst is co-operating with us and the govern ment in making loans for home improvements. E. H. Garrison, Jr., County Agent, has just heard trom E. Y. Floyd, in charge of all tobacco work in the State. He says: “All contract signers should be in formed at once in whatever way that you think is most appropriate and ef fective. ‘‘First, that a contract signer is not allowed to sell leaf tobacco or scrap tobacco and pay the tax. The contract signer is permitted to sell i his tobacco over his allotment on the allotment card of another cpntract signer who is deficient of his allot ment. “Second, a non-contracting signer is privileged to sell his tobacco and pay the tax after he uses the allotment given him by the committee. A con tracting signer is not allowed in any instance to sell the tobacco of a non contracting signer without violating his own contract which will be suffi cient grounds for canceling his con tract in which he will have to pay back all rental and equalization pay ments and have to pay the 25 per cent on all of his tobacco in 1934 on all the farms that he owns or oper ates.” From all indications and reports, says Mr. Garrison, the majority of folks are very well satisfied with the contract system and the prices re ceived for the crops sold so far. If these contracts stand for another year, and I believe that they will, a great many of our people will begin get ting back on their feet again and will have new hopes for the future. We are having a few inquiring as to the possibility of getting contracts for next year. This is too far ahead for me to know just what will be done and I am unable to answer this. The county papers are carrying a great deal of this and other information at this time. I hope that a great many! people will take them this year. They will find it money well spent.
