The Clerk of the Superior Court .shall record and index said certificates and shall in clude said taxes and costs incurred in connection therewith by said cities or towns in the execution for tax sale certificates or execution of judgment for delinquent taxes. Sec. 9. That the Board of Commis sioners of Moore county are author ized and empowered to remit, forgive and adjust any and all taxes or pen alties or interest on any taxes now due or which may become due here after and shall charge no more than six per cent interest on any taxes and no penalties other than the costs and fees authorized in this act. Sec. 10.
