Poe entertained the Car thage Music Club and additional guests in the home of Mrs. R. L. Burns on Main Street. The home was decorated with pot ted plants, American Beauty roses and red carnations. The dining room table was spread with a handmade lace cloth and cen tered with a silver bowl of red car nations flanked by silver candelabra holding red tapers. Mrs. Colin G. Spencer, vice-pres ident, presided. The meeting open ed with the singing of the “Star Spangled Banner.” The roll call was answered witji musical current events. Mrs. H. Lee Thomas read a paper on the life of the composer and Mrs. Laverne Womack rendered two vocal solos. Mrs. George Cannon gave a piano number and Mrs. J. H. Hall conducted the study. At the close of the meeting the hostess di rected a contest, in which Mrs. C. F. Barringer won the prize, a Fos- toria crystal bowl.- j Guests besides club members were: Mesdames Sam H. Miller, C. F. Bar ringer, Eldon S. Adams, and Misses Bess Stuart, Mildred Sinclair and Mattie Kate Shaw. The hostess pre sented each guest with a gift of crystal. Mrs. Laverne Womack and Mrs. R. L. Burns assisted in serving sand wiches, valentine moulds of ice cream with decorated white cakes, salted nuts and hot coffee. Favors were heart-shaped valentines with mints. Colin G. Spencer Spe2tks^o PTA The Carthage Parent-Teacher As sociation held its February meeting Monday evening in the elementary school building; Mrs. Myrton Stewart presided and Mrs. C. F. Barringer read the min utes. During the business session a nominating committee was appointed for the coming year: Mrs. J. L. Mc- Graw, Mrs. C. F, Barringer and Mrs. W. L. Warfford. A list of names of Carthage citizens who had contrib uted $86.00 for the lunch room was read by the president. Mrs. Walter L. Warfford conducted the devotional. A piano number was presented by Sandy Thomas. Speak er for the evening was Colin G. Spencer, who made a very interest ing talk on his trip to the Northwest, West and Southwest and Canada. Miss Eula Blue’s room won the a'jttendance prize fqir high school and Mrs. W. L. Warfford’s room for the grammar grades. Methodist Society Meets The Woman’s Society of Christ ian Service held its February meet ing Sunday evening at 7:30 o’clock in the Ladies Parlor of the Metho dist church with Mrs. M. J. McPhail presiding. Mrs. Laverne Womack read the minutes. A general busi ness session was held and the meet ing closed with an old time song service. Masonic Lecturer J. W. Patton, Grand Lecturer of the Grand Lodge of North Carolina, will lecture all this week to Carthage Masons. NOTICE OF SPECIAL ELECTION IN THE TOWN OF SOUTHERN PINES NOTICE IS HEREBY GIVEN, that a special election will be held on the 28th day of March, 1944, in the Town of Southern Pines, North Carolina, for the purpose of submit ting to the qualified voters of said Town, for their approval or disap proval, each of the following des cribed ordinances and the proposed indebtedness to be incurred pur- usant to such ordinance, viz: (1) The ordinance entitled “An- Ordinance authorizing the issuance of $33,000 of bonds of the Town df Southern Pines for the acquisition and reconstruc tion of a Community Building,” adopted by the Board of Com missioners of the Town of Sou thern Pines on the 9th day of February, 1944, which ordinance authorizes the issuance ■ of $33- 000 bonds of the Town of Sou thern Pines for the purpose of paying the cost of providing, pursuant to Section 160-282 of the General Statutes of North . Carolina a Community Build ing to be used by said Town and its inhabitants as a place of amusement or recreation, by the acquisition of the building in said Town formerly used as a club house by the Southern Pines Country Club, including the land necessary for the use of said building, and by the re- cofistrtDctiori of said building, and authorizes the levy of a tax sufficient to pay the principal of and interest on said bonds; and . (2) The ordinance entitled “An Ordinance authorizing the issuance of $12,Q00 of bonds of the Town of Southern Pines for the acquisition and improvement of a public golf course,” adopted by thp Board of Commission ers of the Town of Southern Pines on the 9th day of Febru ary, 1944, which ordinance au thorizes the issuance of $12,000 bonds of the Town of Southern Pines for the purpose of provid ing, pursuant to Section 160- 282 of the General Statutes of North Carolina, a public golf course, for use by the inhabi tants of said Town as a play or recreation grounds or athletic grounds, by the acquisition of the lands formerly used by the Southern Pines Country Club as a golf course, and by im proving such lands by the con struction of a water sprinkler system, and authorizes the levy of a tax sufficient to pay the principal of and interest on said bonds. The polls will be open on the day of election from the hour of 6:30 o’clock, A. M., until the hour of 6:30 o’clock, P. M., Eastern Standard Time, and no longer. The polling place shall be the usual polling place in the Town of Southern Pines, to- wit: The Municipal Building. The Board of Commissioners of the Town of Southern Pines has ap pointed Mrs. J. H. Tilghman to act as Registrar, and Hiram Westbrook and A. S. Ruggles to act as Judges of Election for said election. NOTICE IS ALSO HEREBY GIV EN, that a new registration of the qualified voters of the Town of Sou thern Pines for said election has been ordered by the Board of Commission ers of said Town. The Registrar will keep open the book for new registration from* 9 o’clock, A. M., until 6 o’clock, P. M., on each day, except Sundays and holidays, for three weeks, beginning on Monday, the 28th day of February, 1944, and ending on Saturday, the 18th day of March, 1944, being the second Sat urday before said election. EE IT ORDAINED by the Board of Commissioners of the Town of Southern Pines as follows: Section 1. iThe Board of Commissioners of tha Town of Southern Pines has ascertained and hereby determines that it is necessary that said Town pro vide, pursuant to Section 160- 282 of the General Statutes of North Carolina, a community building to be used by said Town and its inhabitants as a public place of amusement or recreation, by the acquisition of ' the building in said Town for merly used as a club house by the Southern .Pines Country Club, including the land neces sary for the use of said build ing, and by the reconstruction of said building, and that it will be necessary to expend for said purpose not less than Thirty- three Thousand Dollars ($33,- 000), and that the acquisition and reconstruction of such building is a purpose for which said Town may raise or appro priate money and is not a cur rent expense of said Town. Section 2. In order to raise the money required for such pur pose, bonds of the Town of Sou thern Pines are hereby author ized and shall be issued pur suant to The Municipal Finance Act, 1921, of North Carolina, as amended. The maximum aggre gate amount of said bonds au thorized by this ordinance shall be Thirty-three Thousand Dol lars ($33,000). Section 3. A tax sufficient to pay the principal of and inter est on said bonds shall be annu ally levied and collected. Section 4. A statement of the debt of said Town has been fil ed with the Town Clerk and Treasurer of said Town, as re quired by said Act, and is open to public inspection. Section 5. This ordinance shall take effect when approved by the voters of said Town at an election to be called and held as provided in said Act. Personals J. War fford and children, Walter, Jr., Hil da Anne and Qeorge, spent the weekend in Lexington visiting Rev. Mr. Warfford’s mother. Mr. and Mrs. Holt McNeill re turned from Dobson Wednesday af ter spending several weeks with Mrs. McNeill’s parents, Mr. and Mrs. A. B. Norman- The many friends of Mrs. Evaline Blue are sorry to hear of her being very ill at her home. Staff Sgt. Laverne Womack of Greensboro spent the weekend with his family. Miss Betty Barringer and her Flora Macdonald roomrrjate, Miss Evelyn Whisnant of Leaksville- Spray, spent the weekend with Mr. and Mrs. C. F. Barringer. Mr. and Mrs. P. J. Chaplain C. L. Hunt, of the 407th Field Artillery Group was in charge of the attending soldiers, who,were taken to Laurinburg by truck. Application blanks for the Ar.my- Navy College qiialifying Test to be held on Wednesday,' March 15, are now available through high schools, Superintendent of Schools P. J. Wea ver announced today. The test is open to male civilians between the ages of 17 end 21 years on July 1, 1944 who are in their f inal term of high school, who arO recent graduates of high school or who iire presently attending an accreditecP col lege without a certifiicate of gradua tion from high schobl. No one who is presently enrolled in any branch of the armed services is eligible# those who took previoufe Arm^-Navy College Qualifying Tests and ate ;not now in the services are eligible.
