Ley Says Small
Earth Satellite
Is Possible Now
Rocket Expert Is
Speaker At Meeting
Of Pinehurst Forum

In a revealing lecture on “The
Conquest of Space,” at the Pine
hurst Forum Friday night, Willy
Ley, a leading space-ship author
ity, told a large audience that
“we can establish a small satellite
of earth right now, and if done it
will be highly useful to astrono
mers and scientists.” Ley said it
would behave like the moon,
could be made of plastic, and
would not require electronic de
vices in order to serve science.
Now a technical consultant and
research engineer, and a former
newspaper science editor in New
York, Ley has written various
books on the subject and was a
member of the group whose tal
ents later developed Germany’s
12-ton V-2 rockets in World War
II. He was born and educated in
Berlin;, and, in his efforts to form a
“Society for the Investigation of
Space Travel” there, he got the
“brush- off” from the government
because there was “no such thing
as space-travel—not even a word
for it!” This was in 1927; and in
1935—when successful rockets
were still small enough for one
man to lift—he left Germany, and
is nc-w an American citizen.
Many Uses Cited
“A ‘space station’ would be the
most useful thing ever devised by
man,” continued Ley. “It would
serve the military, the weather
bureau and ships al; sea, and
would enable scientific experi
ments involving extreme temper
atures. Twelve flights would be
needed to build and man it.”
Ley did not promise when it
would come, but he did say that,
“at the rate of past developments,
the next 20 years will provide
amazing advances, including
everything I have described to
night.” Added Ley, “We have
learned more regarding the upper
atmosphere in two years than our
ancestors did in 2,000.”
Regarding the forthcoming
“earth satellite,” Ley said this
would be the next achievement in
rocket development—a “three-
stage’ affair. On the day after the
Pinehurst lecture, a government
scientist in Maryland revealed of
ficially the current possibility of
just such an earth-circling device.
Flying Saucers?
In answer to a flying-saucer
question from the audience. Ley
said he would prefer merely to
reply, “I wish I knew—next ques
tion, please.” But he reported that
the numerous sightings of such
“saucers” were mostly from peo
ple who couldn’t tell a D-C-6 from
a Piper Cub. He was also empha
tic in his disagreement with the
writings of Major Donald Kehoe
(formerly scheduled to address
the Forum, but detained due to an
illness), and tho^p of Frank
Skully and others.
Ley concluded his answer (after
reminding us that such ships
would certainly not be from Rus
sia, since with three tim^s more
space they wouldn’t risk holding
secret tests over America) with
the following statement:
“I think the so-called ‘genuine’
flying saucers, which are no more
than 15 per cent of all reports,
fall into two classes—one is re’
flections of the atmospheric lay
ers, and the other is ‘electrical
images’ which occur only at mod
erately high altitudes. Such re
ports as these are as old as 200
years. But no astronomer will
deny that it may actually be pos
sible to have visitors from space.”

them for a visit

Notice of Proposed
Ordinance
Under and by virtue of the au
thority contained in the General
Statutes of the State of North
Carolina, Chapter 160, Sections
175-176, notice is hereby given
that the Town Council of the
Town'of Southern Pines will hold
a public hearing in the Town
Council Chamber at 8:00 P.M., on
February 8, 1955, for the purpose
of considering an ordinance, as
follows:
■ WHEREAS, The Town Council
of the Town of Southern Pines is
charged with the responsibility of
protecting the health, safety, and
general welfare of the citizens of
the Town of Southern Pines and;
WHEREAS, Neglected lots and
properties of the Town of South
ern Pines are injurious to the
health, safety, welfare, and beau
ty of the Town;
WHEREAS, The Town Council
of the Town of Southern Pines
has the authority to levy special
assessments against property in
the Town for the purpose of mak
ing improvements to daid proper
ty and;
WHEREAS, The nature of the
Town of Southern Pines is such
that the preservation of the beau
ty of all of the property in the
community both vacant and occu
pied is essential to the preserva
tion of the health, safety, and gen
eral welfare of the community
and;
WHEREAS, The removal of
noxious weeds, trash, etc., j from
vacant property constitutes an im
provement to the property neces
sary to the preservation of the
health, safety and general wel
fare;
NOW, THEREFORE, BE IT
ORDAINED by the Town Council
of the Town of Southerp Pines at
regular session assembled this the
8th day of February, 1955, as fol
lows:
Section 1. Every person own
ing any premises or vacant lot or
lots in the corporate limits of the
Town of Southern Pines shall
keep the premises or vacant lot
free of noxious weeds, trash, scrap
metal, junk, and all forms of ani
mal or vegetable refuse which
may be dangerous, prejudicial or
injurious to the public health,
safety and general welfare or
which may otherwise constitute a
public nuisance.
Section 2. Every owner or per
son in possession of any lot with
in the corporate limits of the
Town shall keep said property
improved by shrubbing down
within four inches of the ground,
all weeds, grass, or other noxious
growth of said lot as often as may
be necessary to prevent weeds or
grass from exceeding a height of
twelve inches or otherwise be
coming a public nuisance, and in
every event at least twice each
year; the first not later than June
15th, and the second not later than
September 15th, of each and every
year.
Section 3. If anjy^ person shall
violate the provisions of the pre
ceding sections, it shall be the
duty of the City Manager or
someone designated by him to
give notice to the owner that
within ten days, or sooner from
the date of such notice, all weeds,
trash, junk, or other offensive ani
mal or vegetable matter shall be
removed from said lot.
Section 4. Should any owner
or person having possession of a
vacant lot or prerpises in the
Town of Southern Pines after be
ing notified as provided in Section
3 of this ordinance fail to comply
with said notice, it shall be the
duty of the City Manager to noti
fy the owner or person having
possession of seiid property by reg
istered letter of a Special assess
ment to be made agianst his prop
erty for the purpose of complying
with Section 1 and Section 2 of
this ordinance. Notice of such
special assessment shall be pub
lished in a newspaper having gen
eral circulation in the Town of
Southern Pines for at least two
consecutive weeks preceding such
special assessment and such spe
cial assessment shall be on the
basis of the aetual cost of the im
provement of such property and
such special assessment shall be
entered into the assessment rolls
of the Town of Southern Pines at
which time it shall become a lien
on the real property against
which the same is assessed and
shall be included in the next tax
levied against said property. All
persons against which such levy
shall be made shall have the right
to a public hearing for the pur
pose of determining the correct
ness of the assessment.
Section 5. Adopted this the 8th
day of February, 1955.
