Regional Library Board Discusses
Possible Role In Area EOA Program.

meeting Wednesday of last week
in Carthage. Other members

The treasurer’s and statistical
reports were read and Miss
Haney gave an oral report on the
libraries’ activities during the
quarter. She reported on the
Economic Opportunity Act Meet
ing which she attended in Wil
mington October 5 and 6 and the
board discussed the library’s pos
sible role in the EOA program
in the area.
It was planned to send a tele
gram to James Evans, chairman,
and the community of Mount
Gilead, on the occasion of Open
House, congratulating them on a
new home for the Public Library.
A project to provide larger and
more adequate library facilities
began about a year ago.
The Civitan Club, which has
long sponsored the library as a
project in Mt. Gilead, took the
project to other civic clubs and
a canvass of the community for
funds was launched.
The next regular meeting
will be held in Rockingham at
the Rockingham - Richmond
County Library, January 27, at
4:30 pm^ .

Horace Flanigan of Fayette-
villeville, representative of
Smith Kline & French Labora
tories, Philadelphia, one of the
nation’s largest prescription drug
firms, spoke to the Southern
Pines Rotary Club at its lunch
eon meeting in the Country Club,
Friday, describing a “silent rev
olution” the struggle by medical
and pharmaceutical science for
“the liberation of men’s minds
from the crippling burden of
mental illness.”
The speaker said individual
persons can help fight mental ill
ness by supporting their mental
health associations, by telling
their elected representatives
that they endorse their represen
tatives’ support of mental health
New Law Benefits
Disabled Workers,

Social Security Amendments,
signed into law by President
Johnson on October 13, will
bring new or higher benefits to
more than 100,000 totally disabled
workers and dependents Wood-

fice, Fayetteville, reports.
The newly signed legislation
removes a restriction on the ret
roactivity of applications for dis
ability insurance benefits. This
restriction had caused some dis
abled workers and their depend
ants to receive reduced social se
curity benefits or to lose their
disability insurance rights en
tirely.
Another provision of the bill
signed by the President extends
through April 15, 1965, the time
within which persons who have
been in the ministry (or in prac
tice as Christian Science prac
titioners) for at least two years
since 1954, may elect to be cover
ed by social security as self-em
ployed persons.

obtained each Tuesday at the In
formation Center building here,
when a representative of the
Fayetteville office visits South
ern Pines.

health program.
Thanks to tranquilizing drugs
and other new developments in
the “Silent Revolution” against
mental illness, the outlook for
mental patients is brighter today
than at any time in the past.
Flanigan declared.
In most cases, he said, with to
day’s drugs and therapy, the
mental patient has a better than
80 per cent chance of returning
to society within six months. As
recently as 1954, he noted, the
patient who entered a mental
hospital had only a 50-50 chance
of getting out again.
“What a former patient wants
above all is a chance to pick up
the thread of his life, to be ac
cepted once more by his family,
his friends and his community,”
Flanigan said.
~ “Despite advances ' against
mental illness achieved through
new drugs and new therapy, it
remains the nation’s number one
health problem.”
According to the National As
sociation for Mental Health, men
tal illness of some kipd eifflicts 16
million Americans, striking one
person in ten, one family in four,
Flanigan declared.
