Wi-dncsdav, Mav 6. 1981 THE PILOT—Southern Pines, North Carolina Page 5-D ► Highway Conditions Outlined '9 County Commissioner Arthur 1.. Purvis represented Moore County at the highway transpor tation meeting held April 30 in Siler City. Martha Hollers of Candor, the Eighth Division member of the North Carolina Board of Transportation, presided for the meeting, which was called to ac quaint local government officials auout the problems currently fac ing the state transportation department. Purvis distributed copies of his findings during the Monday meeting of the Moore County Board of Commissioners. His report contains these points made by the transportation of ficials: - In 1969. when the price of gas was 32 cents a gallon, the nine and one-fourth cents gas tax was about 29 percent of the retail price. Today gas prices are in ex cess of $1.20 a gallon, and this nine and one-fourth cents tax represents less than eight per cent of the total price. - Since 1967 the price of highway construction materials has increased more than 200 per cent. - Our gas revenues have been leveling off, last year collecting $19 million less than the previous year. - North Carolina motorists pay a four-cent federal gas tax. A por tion of the federal tax is returned to the state for highway construc tion if we provide matching funds. The requirement varies from 10 percent to 25 percent (in fiscal year 1979-80, $59 million in state highway funds brought in $210 million of federal funds). - To cut back, the Department of Transportation has taken these steps: elimination of 1100 jobs, purchasing compact cars, close scrutiny of the need for traffic signs, and the revision of highway design standards - without compromising safety - by the reduction of right of way needs, median widths, and nar rowing of off ramps (estimated annual savings of $20 million). - Gov. Jim Hunt’s proposed gas tax would annually generate $247 million for maintenance, $18 million for federal matqjiing funds, $71 million for secondary road construction, and $10 million under the Powell Bill.
