'It takes hut little provocation, 'for an otherwise orderly community, :to resolfe i'.aelf into a howling mob "to take huni:ti life. People that would ihudder to think that crime hoalil stain tlwrir handg, lose their jvason under auch influences and in trad of reatraining the turbulent, add fuel to the flame. There is a j nameless crime for which lynching or any punishment is too good. From tlie nuinerotta porpetration3 of this crime, it wouhl Kcm that Judge Lynch's promptnes iinneteing out justice had not a good " efiect, but when the frequency of the same crime in the same community ia considered we readily see that lynch ings are very effective. From the compliments paid our Judges by the press, we would judge there is no need of swift justice being visited upon a criminal for sure, jus tice will overtake him. Hut iiie. slow ness of urc justice is what has made tho pwplc so oftec take the law in their hands. Our defective jury sys tern is the main cau8e. The uncer tainty of u jurvV-verdict has many times caused the people to' anticipate the Jaw. Contrary to facts and th judge's charge, iuries often decide to auit themselves. 1 If the ieople could be assured that, justice would overtake the criminal, lynching :wouUl: be lesi frequent And as justice doerf now more often do so, a little punishment of ihe lynchers would not be out of the way in many cases. The law should command respect. Hut in aome cases lynching shout 1 be approved. COUNTY HOSPITAL. The first step towards enUbli?hjng a County Hospital has been takei. Dr. J. M. Baker and Capt. O. Wil liams have been appointed to tlx up the asylum building at tho poor house for a hospital and dace of retention for '.he county's insane, provided they can agree on the amount to be expended for that purpose. This gives some assurauoc that the greatly needed institution wili .be' established. Hut it seem, not here, What had become of the aid from the churches ? Will not the town .offer 00 me inducement to have it remov al here ? Is not Tarboro the proper place lor it ? These matters should be considered. A hospi'al should be located when tl the wanU of patients can be at tended to. Where it will receive the most encouragement. Where the physicians can giro itbetter attention at a smaller expense. In fact without attempting to argujLui T-arljtofa.. or, compared with the present site and the additional expense of remov ing It here we ee no reason why it should be any where else. If the various churches propose 4 .establish and maintain a bed or room each as they did we cannot see iny wibdom In not removing it here, nutld the hospital at Tarboro. NOUTH CAUOL.1NA. Our talented townsman, 1) Gilliam read au interesting paper on North Carolina in Colonial timts before the Thomaisville Orphanage Guild on th 12th, It showed careful reseaich, thoughtful study, and a varied knowl v edge of the. beginning of our State history. In a measure he penetra ted the darkness and obscurity which hangs over o much of her early his tory. A diagram showing the origin of our Stars and Stripes shows u., that during the days of his military' career, 'Washington presented to a Mrs. Boss.-of Philadelphia,: ideas for a national flag ami this lady adopted his own "Stars, and Stripes." With Washington died the five pointed star on the coinage, but upon, the flag it has been retained the same j star that to-day may be seen in the old porch at N01 thamptonshire where it vas chistled in stone; upon the bar which half suggested our flag, nearly four centuries ago. George Wash ington's coat of arms iurnishedthe original idea for the Star aud Stripes and spread eagl. Next we notice in a frame the 'muster Toll cf Battle Abbey, A. .)., 1000. This of course, was before our time, though we mention it. " Dot ted ibout here and there arc . nunjerous stt el engravings of prom itient men and .women.. Benjamin Harrison-', ami Martha Washington are prominent among the number. A large frame containing. Yirginia Treasury Notes, renting from 1 to $11)0, was also obt-erved. A good liKeness of noted Con federate Commanders Hood, Stuart, A, P. Hill, Davis, Jackson, Lee, J. E. Johnston, Lougstreet and Beaure gard was noticed. Also ninety-seven other c Confederate Generals in a group, among which we noticed Gen. vW. 1. Pender, 'of Tarboro. Just over an arch was hung an ex planatory picture of the State's lish hatchery at Wytheville. We also had the pleasu re of behold ing Patrick Henry's commission, on parchment, as Colonel of the first regiment of troops-raised in Virginia for service m the Revolution of 177. Encased in glass we noticed various seals, books, parch men ta some dating back so far as 13G0 that had been collected. A Jesuite' cate chism of 1G02 was also prominently in view. 1 To one oPthe large supporting up rights was hung the parole of Lord Cbrnwallis, which was granted at York town October 28, 1781. To view the numerous bombs, can non and niinuie balls, old guns, swords and -bayonets reminded us of a battle field.: These relic3 are all labelled aud carefully preserved. Who is it that has not heard 0! William Penn. The Library has a laud grant from this noted personage with his signature aud seal, given in 1682. A large picture, representing Pow hatan's daughter saving the life of Capt. John Smith in 1607, nicely fills a nook in the room. : Dipping from Use g.-sllery above w;i3 a marker's flag f ith three stripes and eleven star?, well preserved. 1 The list of historic relics would not be complete were we to osnit that verv importaht: paper, the Declar ation of Independence. This paper was also on purcltment, Lamed, and contained the facsimile signatures of the original framvrs'iu 177G. ! ! ; We also noticed the warrantsi with, ollicial seals, to exccufe Mary Stuart j Queen of Scotts, 15S7 and that of King Churles t!.c First in 1G48. 1 i Wre scanned very closely the bail bond of Hon. Jefferson Davis, late President of the C. S. A., with all the original signatures. Any school boy can tell you about Americus Yespucius and Christopher Columbus. A picture in oil of . each of. these noted men adorn the walls of the Library. Torn and bullet pierced battle flags from each of our wars hang in graceful festoons kv bout the ro.,m. Some enterprising photographer has contributed a photo of the old biick church in Isle of Wight county which was erected in 1G32 out of brick brought there from Eugland. It was also our pleasure to view the oldest stove in the world. It was made in Eugland wi 1770 by Buzaglo and presented to the Colony of Vir ginia by the Duke of Beaufort and used to heat the House of Burgesses in Williamsburg, Va. Ciose by the old stoye sat the Speaker's 'chair, House of 'Burgesses. 1770. The upholstery was red and reminded ns of a narrow fo?nch with a back about eight f et taB. There is to be found m the various halls of the capitol oil paintings and statues of many prominer t 'men "of Virginia. Each year this list is added to.
