Thk city election held at Char lestown. West Virginia, on the loth inst., resulted in a complete victory for the Democrats the first time for a number of years. The County Clerk of Chicago has refused to enter upon his records the marriagel license re turned by Justice Englehardt who performed the proxy mar riage of August Spies and Miss Nina Van Zandt. At the White House and War Department the published report of Secretary Endicott's resigna tion, inconsequence of a disagree ment with the President about army details, are declared to be unfounded nonsense. . The late Capt. James B. Eads was no doubt the greatest civil engineer of his time. In the great bridges and the Mississippi jetties he constructed he leaves a monument of genius and pluck. He was 67 years eld. Senator Edmunds gives out j that he thinks his party is sure to nominate a good man next j time for President. The members of the legisla ture from Johnston county acted during the past session in a man ner which will receive the ap proval of all their fellow citizens in this county. During the short session of two months they de voted themselves to their labors so arduously that they gave to Johnston count' a prominence and a standing which it never held in the General Assembly be fore. The legislature was giving 1 A 1 - Zl away convicrs no rauroaus, our members all opposed it, but if the convicts were to be given away tliey saw no reason why this county should not receive some ot the oenent aiso. so they secured the passage of a bill giving to this county fifty convicts, whom the State is to feed and guard who are to build two turnpikes which the county has sore Ly needed for many years. The flats near Xeuse River and Swift Creek in the winter often become impassible when these streams overflow. In wet sea sons the mud is so deep that it makes t ravel almost impossible. At Xeuse River, the convicts are to build a levy or turnpike to a height above high water, and thirty feet wide at the top. At Swift Cr?ek they are to raise the road above high water, and it is to be twenty feet wide at the top. The convicts are also to grade down the dangerous hill at Black j Creek Bridge. We suppose the work will be commenced at an early day. The members have a0ne all in their power and all that remains to be done is for the penitentiary authorities to carry out the provisions of the act. Hence we say to Messrs. Pou, Abell, and Sanders "well done." Manchester is on its knee. Ix consequence of the opposi tton of Germany and Austria, the Pope has abandoned his inten- j tion of appointing Cardinal Sehi- ! afllno as Secretary of State, and It is now expected that he will appoint. Thk Knights of Labor in Chi cago have hit upon a novel scheme for evading the recently passed law which makes boycotting a j criminal offense.
