Order No. 907 On January 1, 1908, the Post Oftiee Department put into effect Ordei 907, containing many im portant amendments to the Postal laws and Regulations af fecting the mailing of Second Class Mail Matter. The new regulations provide that a publisher may send sample copies to the extent of 10 per cent, of his paid circulation. This is a radical change, but more important and working a revolution in oho business meth ods<of weekly local and religious papers is the following: "3. A reasonable time will be allowed publishers to secure re newals of subscriptions, but un less subscriptions are expressly renewed after the term for which they are paid, within the follow ing periods: Dailies, within six months, Tri-weeklies within 6 months, Semi-Weeklies, within nine months. Weeklies, within one year, Semi-monthlies, within three months, Monthlies, within four months, Bi-monthlies, within 6 months, Quarterlies, within six months, they shall not be counted in the legitimate list of subscribers, and copies mailed on account thereof shall be accepted for mailing at the second-class post age rate of one cent per pound, but may be mailed at the tran sient second class postage rate of one cent for each four ounces or fraction thereof, prepaid by stamps affixed. The right of a publisher to extend credit for subscriptions to his publication is not denied or questioned, but his compliance or non compli ance with this regulation will be taken into consideration in de termining whether the publica ' tion is entitled to transmission I A >> i?L UlCPCWUU tiaoS I CiLtJ. The Postmasters were ordered to put the above regulations in'o effect January 1, 1908, but upon the earnest solicitations of many publishers throughout the United States for an extension of time the Department has given until April 1, 1908, on which date the rules will be enforced. We trust that our readers will look at the label on their paper, and if they ffnd that they owe more thau one year's subscrip tion, that they will attend to it before April 1st. After that date we shall have to comply with the new ruling of the Post? dfice De partment. If you want some fine Maine Grown Red and White Bliss Irish Potatoes call on Cotter-Un derwood Co.
