TO WAGE WAR ON ILLITERACY. Miss Elizabeth Kelly and .Miss Coin to Lead the Fight. Lay Emphasis on Young. Promoters of Literacy, Will Give Much Attention To Those of 14 Years and Up. Raleigh, August 19. ? War against illiteracy in North Carolina is given tremendous impetus by Miss Elizabeth Kelly, lr.te of the Johnston County school, and Mjss Coin, of Chicago, who have dignified quarters in the State department and direct the move ments of the captains from that emin ence. Miss Kelly, who comes to take a work which became national through Mrs. Cora Wilson Stewart, has drop ped down to brass tacks. The earlier phases of these campaigns had so much of novelty and spcctacularism, old duffers of 91 trying to learn to read before ladies of 90 could turn the trick. This had much of romance in the earlier months, but soon the evil of that alone became apparent. The moonlight or night schools were not getting the material that can be so much more easily mastered and used. Without chilling the enthusiasm of those who wish to learn to read and write even at 100, the promoters of literacy have laid the emphasis upon those of 14 and upward who give ev ery promise of becoming literate and that early. In many counties it is hoped to have a special superintend ent to do the work against illiteracy. The State last General Assembly ap propriated $50,000 for this work and it has undertaken in a business-like way the burden of removing the* stigma from North Carolina. In many counties ifr is believed enough money can be raised in addition to employ a special county commissioner or su perintendent. ? W. T. Bost, in Greens boro News. SHARP REACTION IN COTTON. Prices at One Time Down 200 Points From Yast Week's Top Levels. It has been aptly said that cotton is nothing if not erratic, and now prices are likely to move from one day to another puzzles not a few people. The rapid upturn of early last week, when October went to 261/& cents ;'nd the rest of the new crop months to about the 26 >4 cent basis, encouraged some to think that the market was headed one way only; but Monday of this week saw the list down 200 points from these levels, except March, which lost 184 points, to be exact, and the local quotation 190 points under the top of August 7. This ? leans that it fell from 28 cents to 26.10 cents within five days and, though a rally followed, both the actual staple and futures are now around $9 a bale, or some 180 points, below their recent highest position. Such fluctuations have not infrequent ly been exceeded during the war pe riod, but they are sufficiently strik ing to illustrate the abnormal condi tions prevailing and explaint why action has bfcen taken to limit price changes to three cents in any ono session. If disappointing to some speculators, other pecple have found reason for encouragement in the fact that weath er and crop advices have made more cheerful reading. The situation in those parts of Texas where rainfall has been deficient has left a good deal to be desired, but the general tendency is to raise estimates of the yield for the belt as a whole and there is an increasing disposition to regard the Government's recent con dition estimate of 70.3 per cent as be ing too low. Taken in the main, sen timent is bearish on the theory that the crop will turn out better than was earlier expected and that when it begins to hove in volume the weight of the bales wll tell on prices. Other arguments are also heard as to why the market should work downward, including the curtailment of opera tions at Briitsh mills that is to begin in September, and some capital has been made out of the reduction in do mestic consumption in July as com pared with previous months this year. Yet the total of 541,000 bales of lint cotton used in this country la. t month can hardly be termed a poor showing, and it is observed that in the season which ended with July the quantity consume 1 was 403,000 bales lart^r than in the previous year, 6,801,000 bales ."gainst 6,398,000. ?
