CAtlOLIN'A LEGISLATURE. :i a late paper we published the remarks of Mr. Rainey, in the H. of Commons, on the bill respecting the salary of the Civil Engineer, together with the reply of Dr. Helme: the Raleigh Register fur nishes the following additional par ticulars: When Doct. Helme resumed ,Ms seat, Mr. Rainey replied in substance, that his speech, su-h as it was, was his production, that he had given a copy to a friend, without the most distal view to its way into the news and should be so deemed by Doct. Helme. The Speaker then remarked, that both gen tlemen, would now be consi dered as pledging their honor, to carry the matter no farther, and here it was supposed, it would have been permitted to rest, until Doct.
