Raleigh, Jan. 5. Cold Weather. We rarely wit ness in this climate more intense cold than has been experienced here during the whole of the last week. Wo have not noticed the thermometer, but are certain it must have been unusually low. In Charleston, on the 28th ult. Fa renheit's thermometer was down at 12 degrees; and, in Petersburg, on the 1st inst. a thermometer, on being placed in the open air, im mediately fell to 20 below the freezing point. James River was frozen over as low as City Point; and, as another fact to show the general and excessive coldness of; the weather, such is the strength of the ice on the Roanoke, that it has, for a day or two, answered the purpose of a well-arched bridge. The stage, we are infor med, crossed it on Tuesday last. This is a circumstance, we believe, which has not taken place since the year '33. The installation of Governor Buuton took place on Fri day, 2Jth ult. in the Commons Hall, whore both branches of the Legislature had assembled, according to usage. Im mediately after the oaths of oHice were administered, the Governor made tha following address: Gentlemen of the Senate and House of Commons; This being the last opportunity I shall have of addressing you, standing in that relation which 1 at present occupy, I should con sider myself wanting in every ge nerous and manly feeling, not to be sensible, and "frankly" to ack nowledge, the kind indulgence so repeatedly manifested, by so re spectable and intelligent a portion of my fellow-citizens, as those who compose the Legislature of our State. The An nual Report of the Secretary of the 1 reasury, recently laid before Congress, states that the National Debt has been reduced fifty mil lions in ten years. The expendi tures for 1827, are estimated at 820,703,000, which will leave a balance of receipts over the ex penditures, of 2,300,000. The imports of 1826, amounted in va lue to 885,000,000, and the ex ports arc estimated at$78,000,000. West Point Academy. The whole number of Cadets who have been graduated at the Military Academy at West Point, since its dies as have reached the ae of twenty-five. The bill further pro vides, that if any Bachelor sutlers himself to bc returned three times, he shall thenceforward be deemed incorrigible and the tax increased to fifty per cent. The bill passed with great unanimity the House of Representatives, but the Senate ordered it to lie on the table for thirty years. What a pity! Northern Cotton. -The East ern States have lately introduced the culture of Sweet Potatoes, and wonderful stories have been told of ihe large roots of this ve getable raised on the banks of thc Connecticut. It sccnis that they are now trying the same experi ment with the Cotton Plant, not without some prospect of success. A Worcester (Mass.) paper men tions mat several bales of Cotton first establishment in 1802, up to July 1825, is 428, of whom 338 have been graduated since 181?.
