Cotton has again advanced a little in price and wheat has also im proved. The news from the Russians and Turks, present quite a different as pect from that last received the Rus sians have succeeded in taking Varna, and it is now staled that Shumla is hard pressed by them. It is conjectured that before the close of another year, a gen eral war will break out in Europe. Public Documents. We have been politely favoured, by a Member of Con gress, with a pamphlet copy of the "Letter from the Secretary of the Treas ury, transmitting the Annual Report on the state of the Finances." We will endeavor to give an abstract of this in teresting document in our next paper. On motion of Mr. Hall, it was resolved, that the Committee on Post Offices and Post Roads be instructed to enquire into the ex pediency of establishing a post road from Stantonsburg, N. C. via Hadley's Mills, thence by Falksbridge to Smithfield. Willie P. Mangum, Esq. form erly a Representative in Congress from this district, was yesterday elected Judge of the Superior Courts without opposition, to fill the vacancy occasioned by the re signation of Judge Ituffin, lately appinted President of the State Bank. Raleigh Star. Raleigh, Dec. 12. Legislative.. .We announced in a postscript to the las'. Register, the election oj Major John Owen, of iiauen County, as Governor for the ensuing year, by the following vote; Owen 9G, Spaight 92, Scattering 2. A special messen ger has been despatched to in form Maj. Owen of his election, and to request his early attend ance at the seat of Government. It is believed by some, that there is at present an interregnum m our executive Officer. The Constitution declares, that the Legislature shall, at its first mee ting after each annual election, ehuse by ballot, a Governor for one year. Governor Iredell was elected on the 7th Dec. 1327, and the question is, did the functions m his office end with the 7th Dec. 1328! or is it the whole session of the Legislature to be consider ed, like the term of a Court, but as one day! The Directors 6i this Institution, at a special mee ting held on Saturday last, declar ed a dividend of two and a half per cent, on the Capitol Stock, tor tne last twelve months. This will be unpleasant information to the Stockholders, especially to such as may depend principally upon their dividends for support; but taking into view the losses which the Bank has sustained by failures in the course of the past year, and other circumstances, the Directors were of opinion they would not be justified in fixing the dividend at any larger sum. At the annual meeting of the Stockholders which commenced yesterday, we shall not be surpri sed to hear that a proposition is it was feared that his ribs were injured.
