That on and after the fifteenth (15th> day of March,, one thousand nine hundred and ftventy one (1921), any person who shall wilfully alow his stock, or the stock controlled by him, to iMn at large in said Townships named in Section one (1) hereof shall be guilty of a mis demeanor, and upon conviction shall bt> fined not less than one ($1.00) dollar or not more than fifty ($50,001 dollars, or imprisoned not mere thani thirty (SO) days.
