scribed by U. Benton Blalock, presi
dent of the American Cotton Cooper-,
ative Association, in one of. the fea
tured articles in the current issue of
Extension Service Review, magazine
issued bi-monthly in Washington by
the extension service of;the depart-1
ment of agriculture.
In his 1500-word article Mr. Blalock
points out that the cooperatives, which
handled 2,000,000 bales of cotton last
season, have "forced the cotton trade
to a new peak of efficiency and a new
low margin of profit" and in so doing
have rendered a service to the non
member as well as the member.
He also tells of the classing service
the cooperatives render members, cites
the reduction in operating expenses,
and points out that the cooperatives j
are "not merely buying and selling ,
agencies but render protective serv
ices as well." "

Mailing Christmas Greetings

bulletin from the Post Office De
partment relative to the mailing of
Christmas greeting cards this year:
"Printed greeting cards mailed
under cover of unsealed envelopes
are chargeable with postage at the
third-class rate of 1 1-2 cents /or
each two ounces or fraction of two
ounces, regardless of whether ad
dressed for delivery through post
office boxes or general delivery, or
by city or rural carrier; the 1-cent
drop letter rate applicable at non
letter carrier offices does not ap
ply to such cards in unsealed en
sealed envelopes.

J announced a plan to permit growers
i with 1932 crop production loans and
unpaid balances on Government loans
1 made prior to 1932 to store their pea
nuts as collateral for the Government
loans and to market them in an or
| derly manner.
Where growers wish to store their
| peanuts and are unable to get the
1 necessary financial assistance else
where, the due date of the note for
their loan. November 30, has been ex
tended until the sale of the collateral,
i - Under the secretary's plan, the pea
nuts must be stored with a cooperative
I association or in a warehouse ap
| proved by the 1932 crop production
| loan office.
The farmer will have the right to
sell his peanuts at any time before
March 1, 1933, after which date the
Secretary of Agriculture shall have the
right to sell them.
If the farmer is unable to harvest
I his crop with his own labor or re
: sources, cooperatives and approved
warehouses may advance $6 a ton on
his peanuts to cover costs (not to ex
-1 ceed 30 cents a big of four bushels in
; North Carolina). Peanuts so stored
as collateral must be covered by a ne-
