Employers subject to the State Unemployment Compensa tion who have not paid the State tax of 2.7 per cent of their payrolls for the year 1940 may pay the State tax by midnight of November 18, 1941. and (till get credit for 90 per cent of what they would have received from the Federal Government, Chairman A. L. Fletcher, of the State Commission, has been advised by the I Social Security Board. This easing of penalty for not pay | ing the State tax on time became ef fective when President Roosevelt ? signed the Revenue Act of 1941 on (September 20th. Chairman Fletcher explains that if a liable North Carolina employer owes and has not paid the original total tax on his payroll for the year 1940, say, for example, of $8,000 ($4, 500 to the State and $800 to the Fed eral Government) he may still pay the State its $4,500, plus interest, and the Federal Government will give him credit tor 90 per cent of 90 per cent of the payment, or 81 per cent of the payment to the State. That is, the employer would pay the Federal government $500 plus $450, or $1,050, and not the full $5,000, as formerly required, if he pays the State its $4, 500 due on his 1940 payroll. Also, if the liable employer has already paid the penalty amount to ?he Federal Government on his pay roll for 1940 and has paid the State amount, or pays it before the Novem ber 18, 1941, deadline, then he may ask for a refund from the Federal Government; the claim for refund to be made before March 20, 1942. Concessions are also granted to employers in reductions or refunds on taxes for the years 1938, 1937, and 1938 by the Federal Government, if the State taxes are paid by midnight of November 18th, and also for em ployers whoso businesses were or are in the custody or control of the courts. r1' Chairman Fletcher urges all liable employers who have not paid the State Commission the full amount due for any of the years from 1936 through 1940 to do so at once, so they can take full advantage of the con cessions granted by Congress. He does not want any N. C employer to have to pay the heavy penalty, if it can be avoided.
