Tuesday, January 2fi. /M/7 Enconrafiinfi Evrn Though Conditional Governor R. Gregg Cherry's biennial mes sage to the 1947 General Assembly in Ral eigh a short time ago was well received. The document, to say the least, is encourag ing even though it has reservations. The governor’s first recommendation Calling for consideration of the needs of mental, charitable and correctional institu tions, was given its rightful place. Cherry called for permanent improvements to ade quately meet the existing and future needs, but he turned and virtually agreed to post pone those improvements until “a dollar's yalue can be had for each dollar spent.” Conservation has a place in governmental spending* to be sure, but it should not dom inate first position when human welfare is at stake. Too long has this state allowed its feeble-minded persons, its needy and way ward souls to linger in common jails, there to rot and die. This state has been able to construct revenue buildings costing tens of thousands of dollars, but when humanity is nvolvcri the governor says action to relieve I shameful conditions should he delayed until j such a time when a dollar’s value can be had for a dollar spent. We are going ahead as fast as we can with other spending, and it is little less than a crime against humanity to delay plans for the relief of those who have lost their mental balance. The governor called for an immediate 20 percent wage increase for school teachers and other state employes. This was a rec ommendation long, long overdue, but it took The chief excutivc endorsed the Good ' !T< •;;.*<?: •p-nvgvatn, and the act was a eom j mendablc one, but there is that sneaking feeling the Governor acted on public pres sure rather than on his own initiative. He also recommended a strong highway safety program and increased number of patrolmen. This recommendation is good as far as it goes, but the governor failed to call for the elimination of death traps from the highways and liability insurance. It is fairly evident that this state is on the threshhold of some constructive legislation. It is up to the legislators and the people hack home to see that the lobbyists and the con trary opposition do not wreck the program. And it will be well for the Democratic Par ty, with its unquestioned power and sway, to remember that sooner or later it will be called upon for explanation if it should fail in its solemn duty. Costs Of //ig/iMf/v Accidents Highway accidents in Martin County conservatively cost $51,660 last year, accord ing to a yard stick measurement prepared by the National Conservation Bureau. That cost is pecuniary and does not include1 the loss of human life, suffering and sorrow. Last year there were 126 highway acci dents reported in Martin County. Six per sons lost their lives and 105 were injured. Each accident on an average cost the victim $288. including loss of time, hospital and medical bills. In addition to that the vic tim paid, on an average, $220 to have his car repaired. Add all the costs and then consider the loss of human life, suffering and sorrow and it is shocking to see the cost of accidents on Martin County highways and streels. The staggering loss should stir everyone motorist and pedestrian—to strive for great er safety.
