KILLING TIME After months largely devoted to : political maneuvering and campaign oratory, the Republican leaders in Congress are making plans for the ' adjournment of Congress early jn June. It is said that efforts will be made now to speed up the annual ap propriation bills and to bring about i an adjournment sine die before the national conventions. In the event an adjournment is taken as planned it must leave with out action various legislative pro posals of importance to the country. That the Democratic leaders in Con- . gross will protest against an abrupt ending of the session, with these mat- ; ten still hanging fire is probable. The Republicans in control of Con gress, however, are anxious to get in to their campaigns and will make avery effort to end the session within the next seventy days. , It is ap preciated by them that this is the year in which they give an account of their stewardship and inasmuch as the record of the Republican , Con gress has not been satisfactory even to a large number of Republicans, all that time that can be obtained is de sired for campaign purposes. i Jfiegardless of the attitude '.of tlje two parties' on a number of matters, and the division, to an extent, in the parties regarding Such policies as sol , dier bonus legislation, the Republi can leadership of Congress will facs complaint that these issues have bee n permitted to "hang fire month after jvonth andhat Congress has not pr cfei'ed in a business like way tc dis poe of them. The House has just begun con sideration in committee of soldier bonus bills. Months ago such bills were on the. calender, and even .be fore that time the proposal of the then Secretary of . the . Interior, ' Franklin K. Lane, for land settle ment legislation in behalf of the re turned soldiers, were before Con- ( gross. Republican leaders of the House, however, refused to permit the Lane recommendations' to be brought from thejr pigeon-hole, though Democrats like former Speak er Clark repeatedly asked when the G. O. P.. steering committee intend ed to act. ' , Unless there is unusual , haste in , the House the bonus bill hearings . that have been in progress before the Ways and Means committee can not result in actual legislation before the time planned for the adjourn ment. So unsatisfactory has been the situation regarding a disposal one way or trie other of the soldier bonus problem that a committee rep resenting the American Legion served tn ultimatum on Congress several , -weeks ago that it expected legislation . within sixty days. The Legion pro posed any one of the four plans for the aid of veterans of the World War. The Republican Congress has fail ed to act oh such pressing matters as the development of the merchant ma rine policy, modifications in the tax aetion laws and measures seeking to bring down the high cost of living. ' Much of the time of the House has been consumed in so-called investiga tion of the war and other executive departments, while the Senate has wasted month after month with dis cussions of the treaty of peace. In consequence, the upper chamber is just retting to such legislation as the regular appropriation bills and will have little time for major legislation of a general acope. The House re cently has made fair progress on the annual budgets, but has sidestepped acuon various legislativerecommen dationa of the administration and ex. ecutive departments.-The bill for the return of the railroads to their own ers was barely passed before the date actually set for the return and (Con gress has been behind on its work but well ahead in talk and campaign orAtory since it convened nearly a McDoiifmU .
