Y. - FRIDAY, JULY 30, 1920. NOTICE TO READERS The Southerner is alway anxious to improve its reading value and ' make its columns more valuable, both to its readers and advertisers, and in view of a rapidly increasing circu lotion, it desires to extend its local news. All subscribers, or readers, whj have any personal items that would be of general interest are asked to send them in daily, especially from the adjoining towns of Pinetops, Mac clesfield, Farmyille, Hookertou, Leg. getts, Speeds and Whitakers. - It must be remembered 1 he South erner is the county organ, the only means of disseminating he news of the surrounding territory which adds greatly in drawing the people to gether and in making the social life more attractive. None can live unto himself alone. 1 . COUNTY GOVERNMENT The American people have come to the point where they demand that all forms of government be made more efficient. . . The systems of ad ; ministration now used were created many years ago and follow obsolete models. In those old days towns and cities were 'isolated units. Now they are closely joined together, and need a more compact administra tion. County government has usually been better than state or city gov ernment, but it has had its own faults and needs a general over, hauling.' Students of civics are in f terested in the scheme of govern, ment for Nassau County, New York . recommended to the present session of the New York Legislature, by 7 leading residents of that, county. This is worth considering as a pos sible model for a general reorganiza tion of county government in North Carolina. The" following principles were worked cut in this proposed scheme of county administration : l.--Consolidation of offices for greater efficiency. 2. Removal of county roads from politics. 3. Provision for award of con tracts to competitive bidding. 4. A single chijef executive with control over finances and offices, el ected by the whole county with a comparatively Jong term of pffics and an adequate salary, this official to have veto power over the board of supervisors, and budget imping power. v 5. Short ballot, many officers to be appointed by the Supervisor at lare instead of elected by the vo ters, . , ; ;. 6. -Consolidation of public health , and charjty work for the county in to central departments. 7. Simpler township government With short ballot and concentration . Jnto fewer hands. The key note of these changes is concentration of responsibility. That follows the business model, ami it -fs the basis" on which a business con eern achieves success. . V1- riTr,:J.WB"r-wr swre...-. i",T7rT JTT" " ' ' . !
