The method has .been employed with much success in several otli er States that have succeeded in assessing property at full value and mincing rates in one State to ten centn on each hundred dol lars of value for State purposes, and in several others to 12 1-2 cents. The existing rate for State purposes in this State is 27 2-3 cests. The Commission recommends the erection in" every county of the permanent office of County Assessor and Auditor, and that so far as' possible the county au ditor assesses all the real estate of the county, and in the larger nnties where this is not possi ble that he appoint such assist ance as is necessary.
