In the meantime, if you bat d ) your duty, nothing need prevent the administrators named by the Bishop, from discharging their functions even legally in the church ol St. Louis; and I counsel you to lake the necessary steps to effect this ob ject as soon as possible. The Bishop does not ask for himself the administration he i reaily to place ii in the bauds of members of your own congregation, but appointed by him. All that these may receive in the church shall be used (or the congregation it self; and at fixed periods Ihey will give an account of iheir administration to the Bishop as well as to the faithful that frequent the church. Thus, peace and order have been restored to other congi-earations ; and 'the same will doubtless happen here, as soon a you have the sincere desire or restoring or der and of enjoying the-precious advantages of a holy and lasting peace. I request you to reflect most seriously and conscientiously on what you will do alter this answer. You undoubtedly are free to submit or not to my declaration, and to fol iu w. my counsels ; but the Catholic church is also free to recognize lhose that ore truly her children, and those that are not. After so mnny dissensions, disorders and painful pgitaiious, it is time to return to peace, and to make the vineyard of the Lord flourish in union, in charity, and in humility, without which it i impossible t please God. But, ii they refuse, I can only see in them ferwns faithless to their duties, who make use of their prrrifegee not to edify in the Chorea of God, who has confided solely to Bishops the power and the right to govern it. The Holy See will ever perpetuate the succession of worth)' and holy pastors, and the common Father ol the faithful is always ready to provide lor the spiritual wants of the flock in every part of the world, by pro riding such pastors, and by the prescriptions, the rules, and the holy discipline of the church. You know his decision his counsel, and even his earnest recommendation in regard to the question at issue; you have only to comply with .this earnest recommendation to merit still more fully bis paternal care and holy benedictions. Your submission to the laws of the church will ever be a pledge of your submission to every other law to which yon are suhjret, ns it is impossible to be a good Catholic and not be at the same time a good citizen of your country. It appears to us that you have been mis instructed in that regard, and we would pro pose to your Excellency the contrary, if your Kxcelleoey think it necessary, by calling a general meeting ot the congregation in St. Louis church, at any time your Excellency may appoint wi bin forty-eight hours. To the Tm;sTEE8 of St. Locis Church : I inlormed you that I was ready to hear you again, as I was told that you had some thing to add to the letter of your secretary in answer to mine of the 25th inst. I also wished to know for certain if that letter were the expression of the sentiments of the Board of Trustees. In our last interview yon told me that you had nothing more to say, and that the aforesaid letter was the real expres sion of your sentiments. I made known to 3'ou at the same time that had not authori zed any one to say a word to you regarding the question at i.sue. as it was fully treated in my letter, and I was decidedly unwilling to communicate any part whatever of my decision by word of mouth or by any one's intervention so as to avoid effectually all misunderstanding. Now then, it becomes my duty to say that your anstver is truly painlul. especially to an Envoy of the Holy Father, to whom you re ferred 3-our care. The sad conviction forces itself on me that you disregard altogether Catholic principles, consequently that if you persist, it only remains for me to deplore the sad position-in which you place yourselves in Ihe face of the Church ; but the responsi bility of this rests entirely on yourselves. The New York Tribune has the following comments on a ftc which was witnessed in ihe streets of that city : Two late residents of the Celestial Em pire, with shaved heads and long cues, dress ed in ih' ir peculiar Chinece costume, were squatted upon the side walk, making earnest gesticulations to the passers by, to inducr them to purchase cigars. " Buy a smoke." " Buy a smoke." This was the extent of their accomplishment in the English lan guage. Poor unfortunate beings, thrown by chance upon this overcrowded city just as winter is setting iu. with no ability to sup port themselves, with no words to help them on in their traffic beside thvt-e three little ones, buy a smoke." how are they to live? Theirs is an extreme ra.-e. but it is a hard case, and it is a pity they have none to iiir ct and help them in an effort of honest industry to support life. While the words "buy a smoke " were still echoing through our brain, cnlling up a train of sad thoughts connected with these Orientals, we heard an o'.her voice at our elbow. 'Buy one." We looked ar-und; extremes had met. Here stood a couple of North American Ab originese. inviting us to buy a pair ol mocca sins. As chary of th.'ir words, if thy knewH more, as the Chinese, they simply said buy one." and held out thei. merchandise with a mule appeal to our sympathy for a poor, trodden down rum degraded people, who have sunk to their present slate through the effect of their association with civilized, christianized conquerors. Two Chinese men from the most ancient empire in the world ; and two Indian women from the uncultiva ted forests of a country only discovered by white men iu the life timeof the great grand sires of both ; meet here in this great Btbv lon. the site of which was covered with woods, and was the home of the red man at a period when all the forests of China had heen cut down and the land cultivated. There is a subject for reflection in this contrast which we leave the rest of mankind to pursue for themselves.
