The construction of a workhouse could be 'easily effected for the money expended in three years in taking care of and provi shrtg for the paupsrs and vagrants who in fest the city, and yet we are told "the trea uiy is almost empty Richmond has no mans to invest in such an enterprise." 'No me4n3 td save the youth from the drun kard's grave to protect the heart-broken wife and helpless children from the cruel ty of a debased, bsoted husband no means to suppress vice and crime ! Oh, no, she has no means for these purposes, but she has an abundance, and to spare, to support jails to employ policemen to maintain poor-bousesto fee lawyers to pay jurors, and to erect a gallows to punish those who have been led step by step into crime by the intemperate use of intoxicating bevera ges. , Richmond needs and must have a '-House of Correction" at once. Every day we ar mbre thoroughly convinced of the import ance of this measure, and we now urge eur readers to again call upon ths City Council and demand that their wishes, al ready expTeasad in a petition now laying on the table of that body, be carried out promptly. For one, we do not desire to see any large sum of money expended for such a purpose, for that is entirely unnecessary. JkU wcask for all the people want is some suitable place where boys and men, not entirely lost to honor and to shanv, nay W confined and employed, under th superimendence , of suitable manager?, "when found guilty of petty offences, ft-r which they are now sent to j;til, to mix an i mingl, and become more and more cor rupted by being associated with felons and grades of every color. The petition, to which we have referred, has had its nap, and should now be aroused. We trust, therefore, that some member of the Coun cil, who has the interests of the communi ty at heart, will call it up, and that the community may have an opportunity of eeing why their commands and wishes are thus disregarded. THE CIRCASSIAN CAVALRY. The noble Circassians who have been fi?htin? aeninst Russia independently of Turkey, and who have so long set at defi anee the whole power of the Autocrat, have, within a short time, been taken into the Turkish arm v. A description of this remarkable cavairy may, therefere, be in teresting; at this time, as they are, probably to play a conspicuous part in toe present war hetween Turkey and Russia. It is bv a Prussian officer, who seems familiar with them and their mo le of warfare. He save, they t wear a pointed steel bemlet. with a long horse tail pendant from it A net of steel work hangrs down from the lower part of the hamlet, protects the front and nape of tbe neck, and is looped togeth er under the chtn, underneath a short vest, cut iri the Polish fashion. He is clad in a spec its of coat of mail, consisting of small bright ' rings of steel intervened. His arms, from the wrist to the elbow, and bis. legs, from tbe front of the shin bone to the knee, are guarded by thin plates of steel. He also wears close pantaloous and laced boots. Two, long Turkish pistols, as well as a poignaro, are stuck: into bis gir dle. He has a leather strap, with a noose, like a Mexican lasso, hanging at his side, which he throws with great dexterity over -the bead of bis enemy. A Tuikish sabre and a long Turkish musket are slung be hind his back, and two cartridge holders across bis breast.-' The skill with which the, Circassian's use their weapons is really beyond belief. He states that he has seen 4bem repealed ly fire .at a piece of card ly ing oa the ground, at full speed, without ever missing. . They will pick up a piece of money from' tbe ground while executing .m charge, by bending themselves round be- ow tbe bone's belly, and after seizing the piece, suddenly throw themselves into the .saddle. Thev form the choicest body of eawalry in the Tarkish service, and when charging, they attack their opponents with :a abxetift taeb hand, managing their reins wnb their mouth, they will spring out of &eir saddles, take aim and fire from be hind their horses,' then jump into their sad dles again, wheel round and re-load their guns aa they retreat in full career. They perfect madmen in the attack, and few troops ul4 withstand the utter reckless eas ef danger th-y evince : vJ50llMt id yer Ji,,e lbe Mxirn war FoVglo we-'h A traveller in otte of the vritnn thJffiW f aheep Had MVW Sued theeritter.
