" THE SOULE PAPERS." The 'National Intelligencer of Monday .Mm says: M Uiider this head we fiud in the NewYork Times at Satuiday last a somewhat curious statement, which, but for its positive manner and circumstan tiality, we should have regarded only as some transient rumor, unworthy , of serious attention. Coming to us,' how ever, with this air of authority and in a" leading public journal, we think the sto ly of too much interest to he withheld from our readers, although it is calcula ied to mystify them tintil nmore light shall be thrown on the subject. .So, on.ittii)g some "editorial comments and some personal references of the Timts to our late Minister to Madrid," not ne cessary for us to repeat, we subjoin the material points set forth in the state ment:". ''.. - .; c Prom the New Yo"k Timea The Soule PapersCurious Episode.- There is a sort of supplemental correspondence on file between the Unit ed States Legation at Madrid and the State Department, which was not sent to Congress with the Ostend Report, but which is, nevertheless, of great im portance, and if published would throw a flood of light on Mr. Soule's diplomat ic career abroad and his placid conduct since his return. , f ' . : It will be remembered that before Mr. Soule's return hints were thrown , out to the effect that he was coming home in dudgeon, . with feelings embittered against the Administration, which had failed to susta iu him, and so compressed his diplomatic defeat, and determined to make an expose of the course of said Administration in order to his own vin dication. There can be no doubt of the fact . that these outgivings were true. Mr. Soule left Madrid in very bad hu mor. He had certainly been placed in a very awkward predicamerjt one that could not fail to involve keenest mystifi cation to one of the late Minister's ex- treme sensitiveness. v -But all this suddenly ceases. Mr. Soule reaches Washington, ; visits the State.Department, arranges his corres pondence for publication, is freezjngly polite to Mr. Marry and the. President, but is mum as a stone. .. Even the Cu . ban Junta can't get him out for the speech in which it was expected he "would vindicate himself. ' What does all this mean 1 Where is his secret history" of his mission, which" was. to place in shade the ; wonderful1 picture of the splendid advanced of the United States towards the acquisition of Cuba and the settlement of the 'Btack Warrior" and other outrages, and its ig nominious retreat? f . ' , ... If we mistake not, this . "secret history" was the trump card in the game ; and Mr. -Soulf, much to his surprise, found it in the hands of Mr. Marcy. . This history is con tained in a correspondence of Mr. ' Pen j, Mr. Soule's Secretary of Legation, with the Department of State, during the Minister's pilgrimagre to Ostend. In this conespon dence, as w understand it, Mr. Perry com plains in substance that Mr, Soule wilfully neglected to secure an amicable adjust ment of the Black Warrior difficulty, al though his instructions gave him ample opportunity to do so. Mr. Perry also com plains that he could himself have arranged all this during Mr. Soule's absence, and precisely in accordance with his instruc tions from the State Department, but that Mr. S. had enjoined it upon him not even to communicate with the Spanish Govern ment on any of these subjects. In perusing the above statement, the reader should bear in mind that, in com municating papers to Congress, ' the Presi dent is always, by the terms of the call for them, if not by constitutional right, author ized to withheld any correspondence, -or any portion of any, which for reasons of State he may think it proper not to make public. . . - BETTING. Vh We are opposed to betting, particularly on elections, for sundry satisfactory rea sons, political, social and moraL But if men must to back, their-judgments," we commend to them such a wager as two of our citizens have,, entered into. A friend of Mr. Wise and a friend of " Sam," each .equally confident of success, have agreed, r after the election, to spend a day .on the civer, fishing. They are to take with them every thing calculated to make a man feel "jolly.' The loser is to sit all day in sight every thing that can tempt his appetite, but, like Tantalus in the Tartarian regions, not be permitted to touch. He is to catch, ' cook and serve to his companion all the fish be can," without tasting so much us a fin. He is to mix juleps, and hail storms, without putting a drop to his parched lips. Not a morsel ia he to eat, nor a thimbleful to drink from the rising of the sun to the going down of the same. He is to have an umbrella by him, without the privilege of hoisting it, let the sun scorch or the rain drench him as they' may. Newspapers and books are to be near, but their contents are to be sealed to him. , The winner is expected to make himself comfortable, in any way bis tastes or appetites may sug gest, but chiefly by beholding the suffer ings of his companion.
