MiirUry Preparations . lit Cuba Arming of the Blacks. The New York Evening Post trans lates lhe following from the La Preso de la Ilabana of April 1 1th, brought by theCahawba: - . Duly authorized by Her Majesty's government for the organization of dis ciplined militia composed of men of color, I thereby order the fomation of said corps under the following rules, viz : ( ' ' ; ' " - I There will be sixteen companies tf disciplined militia of men of color, tach company to be composed of 125 men, according to regulation of January 13, 1769, with all the military privileges granted in the same, with the difference, that the officers of said companies shall te white, and front the regular army, the said companies to join, as soon as formed, the regular army. 2 The companies of colored discip lined militia will depend immediately upon the subinspection of infantry, aud will be commanded by an officer of the rank of colonel. 3 The sixteen companies will be composed of free mulatoes and blacks, and will be organized in the following places, viz: Three of mulatoes and free negroes in Havana ; one of each color in Matanzas; one of negroes and two of each mulatoes at Cinco Villas; one of negroes at Pueito Principe;" two of mulatoes and two of negroes in Cuba; . and the rest in the eastern department. 4 They will proceed instantly to the enlistment of all the negro or mu latto volunters who posses the quantity of strength, no less than five feet high, of good conduct and character, and from twenty to thirty years of age. If the volunteer enlistment does not promise the lull complement of men, you will resort to laws already provided for such an exigency. 5 As soon as the enlistment is ac complished, each man will be furnished, on account of the Government, with cine blouse, musket and sabre the same to remain in the barracks when off duty. 6 The class of sergeants and corpo rals will b appointed by the officers, subject to promotion for military con duct and gallantry; the said non-commissioned officers as well as privates will serve the time laid down in the reg ulations. - 7 The commanders, governors, and hrutenaut-governors will proceed to the enlistmeut of all free colored men. 8 The individuals serving in the corps of firemen are exempt from militia duty. 9 The inspection of infantry will immediately proceed to. drilling the en listed. To carry out in this city the above decree, I have assigned the following barracks La Fuerza, CJarecy St Am brosia where the recruits will daily attend for military instruction, and where those wishing to enlist can do so. AND MISERY Gentlemen who are in the habit of singing or saying fine things in praise and commemoration of "The big wart, that make ambition virtue," would perhaps be just a little, less en thusiastic, in- their praises could they be persuaded to sit calmly down and cal culate the cost, in blood and misery, alone, of that imperial, royal, and right rascally diversion, aggressive war. We limit the cost to blood and misery, be cause we are quite certain of the sheer impossibility or even approximating to an accurate estimate of the damage that is done to human progress and to human comfort by the very smallest of battle fields. We have before us a rather curious summary of the loss in killed, wounded, and prisoners of all the con tending parties in the European wars f the last half century or so. Not a word is said about the European doings in Asia or Africa. The Sikhs and the Affghans, the aborigines of Algeria and f the Cape of Good Hope are "Unwept, nnhonor'd and unsung." Navarina and Acre, Bondia and the red battle grounds of Hindostan find no place in our summary. We include only Europeans, slain, frightfully man gled, and made prisoners on European ground. With even strictly Europe carnage prior to the murderous passage of the bridge ot Lodi we do not concern ourselves ; but beginning with Lodi, with its dead and wounded to the num !ier of 4,000, and including the various combats from the bridge of Lodi to Waterloo, both included, we have a grand total of 801,329 as the sura of destruction worked by war in European alone, and in the course ofthe compar atively brief period of half a century ; and in fact we have a just right to say that even that startling statement falls short, very far short, of the truth. Na poleon so notorionsly understated his own losses on all great occasion that jvhen a mart wished to give the flattest and most emphatic denial to any state ment he had only to call it "as false as a bulletin;" and there are excellent grounds for repeating that his imperial and royal opponents were in no degree more truthful than he as to their- state ments of killed, wounded, and missing. It ionly too probable that a million is far. nearer to the" real number than that which have given. A million butchered and horribly mangled in fifty years, and in such a comparatively small portion of the earth; as Europe ! Surely it is time that the king-ridden peoples' of the effete nations of Europe should at length begin to feel and to act upon the profound truth with which the poet long since told them that i "war is a game Which, were their subjects wUe, kings would not play at.'
