" -From the China Mail, May 3. : We bear a good deal Lorn our own fcountrymen, and the Americans espe cially, about their national , rights in thina, and their personal claims upon its government .for protection. But the ne wspapers, -both of England f and A-, merica, irom time to time bear evidence that the Chinese resorting to these en- lightened countries are treated as out casts,' and have no means of redressing their wrongs;. An instance is given in the subjoined , letter; signej Zjpingle, the production of a Chinese who has re ceived a foreign' education, -without having- forgotten either his own lan guage or lost a love, for his own coun- Some years ago' certain residents in China, who took an interest in the cause of .ediicatidri; lsent him : arid two' other , boys from the Morrison School, under the charge of its teacher, Mr. S. One of them i returned to China' some years ago, arid, though imperfectly edu- fcated, has acquitted himself with much credit in duTerent capacities ; another is completing a course of medical study at the University i of . Edinburg ; and the third, the writer of the letter in to day's paper, was educated at Yale Col lege; Connecticut. ' Sir I was requested by Leong A"gew to communicate to vou an account of the treateruent which : the Tung-fok- tong Chinese Dramatic Association had received front "the hands of certain par ties in the city of New York? about two years ago. The facts of the case were made ' known to me by Leong Agew himself, . . who, acted ... as interpreter lor the company I would leave the pro priety of publishing this communication entirely' .to vour discretion. The facts are as follows: The Tung-fok-tong. It happened, ' however, that a George W. Beach proposed to Li-koon, the proprietor of the said com pany; to go over to " New York, to es tablish their headquarters; near the Crystal Palace. Being pleased with the idea, and the flattering prospect of still greater success; C Li-koon and a part of the company yielded to the persuasions of Beach & Co. After, in the words of Leong Agew, "a long preservance,"the parties came to the folldwing agreement, which was signed on. the 19th of March, 1853 :" : : V -;-.y-- j w , yry -, The lengh of time fot which the company engaged themselves was ten months. For- the first; six months, they were to receive six thousand dol lars per month, to be paid in advance monthly;, for -the other four months, seven thousand dollars per month, also to be paid in advance monthly. , Moreover, it was -also agreed that -$12,000 (twelve thousand dollars), or two months'-wages; where to be adyan, ced to the Dramatic -Company before they started for New York. Finally, that Beach &. Co. were to defray all the necessary expenses of the company during the whole time for which they w c re c n gel ged such as the '.. passage from San Francisco td New York, board bill, and travelling 'expenses; ' ' No sooner - had these arrangements been made, than Beach & Co. x found that they were unable to raise the Avhole of the said $12,000, and' begged Li kooi, the, proprietor," to take $10,000, with a promise to make up the balance cf the - 2,000 at the close 'of the first performance of 'the first month in New York. 'Having thus obtained their wardrobe, they be gan to play at Niblo's Garden. - Their performances, however, ill suited the public taste ; so the whole affair, after a week's? experiment, failed beyond re suscitation. On the evening of the 26th of May, 1853, they made their last ap pearance belore the puoiic, tne proceeds of which were, as announced; intended for the special benefit of La-koon, who had only the satisfaction of seeing GT W. Beach pocket - the? money, : after which he absconded from the city and left the . Chinese in a state of utter help lessness : and destitution in the Shaks peare Hotel. - Being deceived and deserted, it so hap. pened that a man, Bayly, offered to take them over to Cuba, to serve on his planta tion for the term of eight years, at the rate of $4 a month,, but (said Leong Agew) "none -of us were willing logo: rather die in one place than to go there." What noble and disinterested phuantbropy tnis is ! To attempt to take advantage of men's ignorance, creauniy, destitution ana aes- pair, and endeavor to make slaves ot tnem, when they had just suffered from the ruth less hands of others I. . No sooner had Bayly left them, without accomplishing his humane intentions, than a more , plausible, and to all appearance a very laudable plan was concocted to give them material aid that is, to discharge their board bill dne to the Shakspeare Ho tel, and to send them to China : but in re ality to use them as tools, by which per sons might prey upon the benevolent, so ber-minded and industrious citizens of the community.- Accordingly, William See back, bookkeeper of the hotel, accompa nied by Leong Agew, the interpreter, went to some of the principal cities and obtained a sufficient subscription, the amount of which was supposed to be several thousand dollars, to accomplish the aHeged purposes. The poor Chinese Were then assured that a Boston ship,, owned by G. G. Dennis, Esq., was to be expressly at New York on the 27th of October to convey them home to China gratis, provided the Commissioner of Foreign Emigration would supply them with provisions enough for the whole pas sage. The appointed day came, but nei ther the ship, not G. G. Dennis, Esq , was to be seen or heard of except so far that G. G. Dennis, Esq., was a person! not to be trusted so that the Commissioner of For eign Emigration had not even the shadow of a chance to act upon their proposed con dition, i The appointed day passed awav, and the Chinese were turned out of doors, without seeing even a mite of the money that had been raised for their relief. They were then serit by the Commissioner of Foreign Emigration to Ward's Island to pass the winter, and in the spring of 1854, seeing i that they could no longer be kept at the public expense, he sent them away from the island to shift for themselves. Friendless, homeless and pennyless, they straggled through the streets of New York for several months, and were objects of ri dicule and pity alternately, according as they were viewed by persons of different dispositions and classes, till, through the influence of a lady, a committee was ap pointed to relieve them, and assisted most of them home. Fifteen hundred dollars were raised for that purpose, and on the 22d of July, 1854, twenty of the whole company,' at their own request, were sent by the committee back to California ; four of them sailed di rect for China in the Houqua, and the rest, at their own option,.were placed under the instruction of the Rev. Mr. E. W. Syle. Such is a brief history of a series of de ceptions practised upon a company of stran gers in a strange land, by men, who, in a moral point of view, could not have been anything less than totally depraved. The treatment Which these unfortunate Chinese had experienced from G. W. Beach & Co., William Luboch, and G. G. Dennis, Esq., left upon their minds an impression by no means favorable to American laws and in stitutions, whose efficiency and expansion are so much vaunted both at home and abroad. As a proof that they cherished and carried away with them such an im pression,.! need only quote the words of Leong-Agew, through whom the company spoke their meaning: "Although (said he) the' United States is a great country, yet it is useless ; for the government of this country seems not to care tor strangers from another land who nave been succes sively deceived by its citizens." INow, whatever maybe tne logic ot sucn reasoning, still it is their reasoning and conviction founded upon their own sad ex perience, and like other deep-rooted con victions would tend to spread itself with full force, had it not been mitigated and in a great measure - restrained by the subse quent bepevolent spirit shown towards them J by the good ciujjens of New York. .1 remain, jbUrs truly, ' ' '" - ; ' " .
