THE CATHOLIC CIUJRCH IN ITALY, SPAIN, AND SWITZERLAND. ToaiN, Aug. 9, 1855. 'With regard to the parish priests who were entitled to an additional tiped under the same act, and which their bishops forbid them to accept, there would not probably have been found so much sub ordination, and a convention to this effect is not unlikely to be the cause of the fol lowing paragraph, which appears at the head of the leading article in the Armonia of this day: We bow with reverence before the Mas- ters in. Israel. Our bishops thought it right to supplicate the Holy See - before permit ting the parish priests to receive the benefi- ces. and the Sovereign I'ontiff has allowed if. while protesting, &c. ... From this time therefore that which was illegal becomes lawful by permission of that sovereign au thority which prohibited, and all discussion lot us ceases' . - Thus the Court of Rome yields the point which it could not maintain, but under pro test, as it invariably does. The text of the allocutions pronounced "by the Pope in the Consistory of the 2Gth ult., has reached us. The first allocution refers to the affairs of Sardinia. It com mences by saying that on the 22d January last his Holiness 'Complained in an allocu tion of the 'grave wrongs' which the Sar dinian government had, for a long series of .years, daily perpetrated against the Ko inan Catholic Church, and against the supreme power and dignity of the Holy See; and declared null and of no effect, each and all of the decrees issued by that government to the prejudice of the church, and especially the 'unjust and fatal' law for the suppression of religious houses. In making those complaints and that declara tion the Pope bad hoped that the Sardinian government, returning to better sentiments, would 'cease to persecute the church, and . hasten to repair the wrongs done it' But it had not done so. 'We say with sorrow, not only that the Piedmontese government has not lent ear, either to the supplications of its bishops or -our own exhortations, but making new and more serious attacks on the church, on our authority and on that of the Apostolic See openly despising our reiterated protests and our paternal warnings has not feared to approve, sat ction and . promulgate the law on religious houses ' The Pope laments that' this conduct 'ob liges him to depart from the mildness and meekness which are natural to him,' and to have recourse to servity .'in order not to fail in his duty and abandon the cause of the church;' and after stating that this se verity is in accordance with the example of his predecessors, -who never hesitated to act against the degenerate and rebellious children of the church, and to smite the -violators and obstinate usurpers of its rights with the penalties set forth in the holy can -ons,' his Holiness thus proceeds: We, therefore, again raise our apostolic voice in your august assembly, and we blame anew, we condemn, and declare null -and of no effect, the law above mentioned, -and all and each of the acts and decrees which have taken place in Piedmont to the -detriment of religion, of the church, of our authority, and of the rights of the Holy See acts and decrees of which we spoke with -sorrow in our allocution of the 22d Janua ry last. We are, besides, obliged to de clare, with the most profound regret, that all those who in Piedmont have not feared to propose, approve and sanction the said measure, and the law against the church and the rights of the Holy See, that all those also who are employed by them, who give support, counsel and adhesion, and who execute their orders, have incurred major excommunication and the other ec -clesiastical penalties and censures enacted by the holy canons, the apostolic constitu tions, and the decrees of general counci s, particularly those of the Council of Trente.' The Pope concludes by 6lating that af ter exercising seventy, he remembers that he 'occupies the place of Him who in wrath remembers mercy,' and that, there fore, 'he humbly prays the Lord our God to bring back to better sentiments the de generate children of the Holy Church in Sardinia, and to show his blessings on the bishops and clergy of that kingdom 'in their present agony and tribulations.' -Th second allocution of the Pope is .on the anairs of bpain and Switzerland. Af ter recapitulating the principal points of he concordat, concluded some time ago with Spain one of which was that the property of the church should be invoua M - V 1 ft cie ms Holiness aeciares mat that con vention has been impudently outraged and violated: - .. . , - . . 'Laws have been passed which, to the great damage of religion, destroy the first and second articles of the Concordat, and which order the sale of the property of the church. Various decrees have been pub- nsnea, by which bishoDS are interdicted from conferring- sacred orders; ; by which virgins consecrated to God are prohibited from admitting other women into their in stitutions; and by which lay chaplaincies and other pious institutions are to be com pletely secularized.".. : - , - The protests presented against these measures had he says, been disregarded by the Spanish government, and some bish ops who had opposed them had been forci bly removed from their diocesses. He, had therefore deemed it necessary to order his Charge d'Affaires to leave Madrid;and, moreover, says his Holiness . 'Raising our voice in your assembly, we complain of all ' that the lay government has done and is still doing io Spain, un justly against the church, against its liber- -V tv and rights, iigainst us and the authority of the Holy See; and especially we deeply deplore our solemn concordat violated in defiance of international law; the authority of the bishops prevented in the exercise of the sacred ministry; the violence employed against them; and the "patrimony of the church usurped in spite or all Divine and humin laws. We therefore in virtue of our apostolic authority censure, abrogate, . . . m j and declare without value ana wunoui force, null and of no effect, for thep st and the future, the said laws and decrees. Lastly, we, with all our power, warn the authors of all these audacious acts, and we exhort and supplicate them to "consider ser iously that those who do not fear to afflict and torment the holy church of God. car -not escape the hand of the Almighty.' After a few words ot praise to tne bish ops and clergy of Spain, and to the fifth ful who have supported them, the Pope concludes by a brief reference to the woes which afflict the church in Switzerland : 'We must also tell yon, venerable breth ren -that we suffer indeacjribly - , .-the i deplorable state to which our most holy religion is reduced in Switzerland, and es pecially oh sorrow ! in some of the prin cipal Catholic towns of the confederate cantons. 1 here the power of the Catholic Church and of its liberty are oppressed, the authority of the bishops and of this Apos tolic See are trampled under foot, the sanc tity of marriage and of oaths is violated and despised, the seminaries of priests and the monasteries of religious families are either entirely destroyed or completely sub jected to the arbitrary power of the civil government, the nomination of benefices and ecclesiastical possessions is usurped, and the Catholic clergy are persecuted in the most deplorable manner." But the Pope declared that on that occason he could only mention "such sad things, which could not be sufficiently lamented, and which merited severe reprobation," and that he would dwell, on them at length on a future opportunity. He concluded by calling on the Assem bly to pray constantly to the God of Mercy 'to aid his holy church, which is over whelmed by so many calamities." ! STEERING BY THE NORTH STAR. A year or two since, au ebo iy indi vidual, answering to the name of "Bob." (in fact no one knew whether he had any other uame,) was employed by a skipper, to assist him in sailing a small schooner on the waters of Chesapeake Bay. Bob did n't understand, and couldn't be made to learn the compass ; so the skipper never dared to trust him to manage, the craft, except during a very light night, when he could point out to him some headland to steer for. On one occasion, however, the captain, who had been up two nights previous ly, concluded he would trust the schoo ner to Bob, and take a little nap on the deck ; so he pointed out the North Star to his jet companion, and told him to continue steering tor it until he waked up. Alter watching him a short time and finding that he could keep the ves sel headed right, the skipper streched himself upon the deck and was soon a- slpep. Shortly afterward, a squall a- rose from the INorth, and blew the craft completely away from her course. Af ter it had cleared away somewhat, Bob looked around and found the North Star at his back. He sailed along; an hour or so, doing the best he could, and cogitating over how he should get out of his difficulty. But at last he gave it up, and shoving his slumbering master into wakefulness with his foot, shouted, "Cap'n ! Cap'n Give me another star to steer by ; I'se got clean by that one." In 1850 the same counties had 1,818,197 inhabitants. The increase in five years is therefore 197,118 New York City is uicluded in these totals. Mercer coun ty, N. J., has 32,780 inhabitants.
