Afrar Hnm whnt it coulfi to trarxiDle un. m.. ....... . - - f J(a der foot a law of Congress, enacted for tbe T isx press purpose of carrying into effect a stipulation of tbe National Constitution wren exhorting tbe fugitive, if necessary, to shoot down the officer attempting' to ar reat him lh "Independent," of this city. dited by a number of D D.'s,ta advancipg another step in the road to ruin, and talks xi revolutionizing the country by force ef arms, fa ease of defeat at the ballot boxes. Of course it does not, ia so many words, re Commend the measure, (for tkkt might ex pose it to an indictment for treason,) but it is evidently preparing the minds of its rea ders for such an issue in a certain contin gency. Well, if the attempt is made, we predict that the Black Republicans will be worse whipped oa tbat tack than even at - the ballot box. Says the Independent of July 31st : : " "Should the Federal administration con tinue to emplojr the army and treasury o! the Union inlaid and defence of the Border Ruffians, tbe peaceful remedy will be in the 'hands of the people of the free State n the iih day of November next for one day only. If they see fit to use their , elective powe r for that purpose; the relief will be completed on the 4th of March next. We must bear what may befall in the interim, 'as we can ai the Providential conse querce of past devotion to party. The jpeople will not levy war, nor inaugurate a re volution, even to relieve , Kansas, until they have first tried what they can do by noting. If this peaceful remedy should fail to be applied this year, then the people 'will count the cost wisely and decide for themselves boldly and firmly, which is th better way, to rise in arms and throw off a -government worse than that of old - King George, or endure it another four years, and 'then- vote again. :. . The Indepeadent is sustained in its tress- - onable outgivings by numerous other po Jilicians of the same Abolition Republ can V school For example, in this Republican - fieciional Convention at Philadelphia, (ren. James Watson Webb, of the New York Courier and Enquirer, said, as reported in ,'the New York Times ; 'j - Why, I ask, are we here t We are here because the country is in danger. We - tare here because a solemn compact, by V which. the curse of slavery was limited for ' -over to latitude SO deg. 30 min , ' has been -violently disruptured, torn asunder, and the jeopte of the North told 'you shall have ibis matter forced upon you.' Now what are the people doing f Our people, loving order and loving law, and willing to abide by the ballot-box, come together from all pans of the Union, and ask us to give them nomination which, when put fairly before the people, will unite public sentiment, and through the ballot bot, will restrain anJ repel this pro-slavery extension, arfd, this areressioa of the sl&veocrac v. Now, "then, gentlemen, on your action de pends the' result. But, if a -name be pro- f - sented on which we may not rally, and the consequence is civil wi.r yes, nothing more, nothing less, but civil war I ask, 'then, what is our first duty 7 Toese abominable senaments were re--ceivcd by the Convention with "loud cheers and cries of good." And again be said, in the same peecbv " : i H3n tbe action of this Convention de- pends the fate of the country; if tbe Repub licans fail at the ballot box, we will be forc- ed to drive back the-slsveocracy with fire -and sword." (Ureal applause.) ' ' Hon. Erastus Hopkins, a member of the Convention, said wJr peacetul means fail us, and we are -driven to the last extremity where ballots are useless, then we'll make 'bullets eflec ; tive. Tha Liverpool Timet of the 19th ultj furnishes tbe following particulars of the explosion which occurred on Tuesday, the I5th ult., in the collieries of Messrs. In ot,x A Co , at Cymmer, Cardiff, which has produced consequences hitherto un paralled in the melancholy history of col liery accidents in South Wales. ; ; I It appears that on Tuesday morning 1 16 or 117 men and boys went down into the Cymmer pit, little anticipating the horrible catastrophe about to oceur. Tbe two fire men, whose duty it was to examine the pit to ascertain if there was any foul air or gas in it, re-ascended at about 6 o'clock, pro nouncing the pit safe, In less than an bour after indeed, before some had strip ped off their clothes to commence work the terrible gas exploded, and the affright, ed people ran hither and thither for a few moments. - Then one fell in the dark, and others straggering along stumbled on their dead companions, and fell dead also. Here some were straggling amid the tortures of , the fire. - There a train full of boys, all dead; and in other places, in siding or nich. es in the level, men had sat down to await their fearful doom, and had died with their elbows resting on their knees and their fa ces buried in their hands. Some had Strug tried forward, no doubt hoping to reach the uirwava and DOssiblv escape. When the report of tbe explosion was heard on tbe surface, it was too well appre hended what had occurred. Rumor says, that for a day or two previously indications had been given of what wae about to oc cur. Blowe,N or casual explosions' of gas, had taken place. Two door , ways had been blown down only on the previous day, and there was too many reasons to believe from tbe quanity of electricity with which the air bad been charged, that an ex plosion of a more extensive nature might rake place. This was loofully verified; and of the 200 cohere who worked in the Cym mer Colliery, more than one half were at a moment's notice swept into eternity.' 116 human beings went down into the pit of earth that morning and of that host only six returned alive. - '.. : Tbe screams of the wives and mothers at, the mouth of the pit those women congregated there to await and recognise the dead ae during the long interval that ensued between the period when the first intelligence of the explosion spread on Tuesday morning till the last body was brought out on the morning of Wednesday, were; frightful and distressing. All day long the brave fellows who ven tured down, almost in the face of death to bring up the dead, sent up the bodies of the unfortunate men and boys who ha I perish ed, and when these were brought to the surface the recognition of a beloved hus band or darling child awoke harrowing cries. On Wednesday morning the 110th body was brought out, and it was left to conjecture whether any still lay in the pit of death It was supposed, however, that all who had perished were now brought up Work men were immediately put on to supply coffins for the dead There they were, working hastily with the saw and plane, to oonstruct rude shells in 'which to deposit the unfortunate dead in their un timely gravee, amid the crowds of eager people still waiting to see the last of the dreadful calamity. An inquest was opened on Wednesday, and adjourned for a fortnight. Her Majesty's Inspecter of Collieries, Mr. Evans, is engaged in fully elucidating the facts. - Fmn tie Troy Daily Ttoes, July 80. ; INFIDELITY OF A WIFE. Tbe gentleman produced a daguer reotype of tbe lady and child, with other conclusive evidences of tbe truth of bis statements. She finally made a clean breast, and confessed all implored his for giveness, offered to return with him to Sen eca Falls, where they had formerly resided, and to be bencetonn a dutiful wife. But the gentleman respectfully declined. he wts unmoved by her entreaties, he seof fad at her tears, and was inexorable in his demands (or tbe child. She was obliged to y ield, of course, and taking the little one with him, be bade tbe faithless wife fare well and departed, ana burned away at the same time in pursuit of her -paramour Williams, who was in an adjoining town on his usual business tour. JPicyime. - CONGRESS YESTERDAY. Washington, August 6, 1866. In the BEifATB, upon the resumption of the question of an appropriation for the harbor at Dubuque, the bill was advo cated by Messrs. Harlan and Jones,' of Iowa, and opposed by Messrs; Clay and Mason. The "latter: gentleman scouted the idea of using tbe term har bor, which meant a place of refuge for vessels; and certainly did not apply t a landing on a navigable river so far from its mouth. The word in connex ion with Dubuque was a misuorner. Mr. Douglas also spoke in opposition to the properiety of the appropriation, and cited facts of so much force as seemed to us to produce the defeat of the bill, which soon sfterwards occurred. The bill to continue the improvement of the harbor at Michigan city was passed, but not before giving rise to debate by Messrs. Toombs, Stuart. Bright, and Seward. The harbor of Vermillion (Ohio) was favored by an appropriation of $43,000, some explanation by Messrs. wade and Hunter. A greater portion of the day remaining was occupied with an appropriation for the improvement of the Ohio river to the amount of $200, 000, to which an amendment was pro sed by the Committee on Commerce, substituting $90,000. An additional a mendment also came under considera tion, which was designed to exclude from the benefits of the contemplated appropriation the Louisville and Port laud Canal. Many Senators participal in a discussion which was, to a great extent, historical in its character, among whom were Messrs. Hunter, Toombs, Pugh, Crittenden, Bright, Stuart, and Brown. . Another appropriation was likewise the subject of debate that for the harbor at Chicago, to the amount of $50,000. Messrs, Douglas, Trumbull, Cass, and Dodge participated in it. The last named Senator, an unfrequent debatei, spoke with great earnestness in deprecation of the inequality ol Govern ment appropriations, and complained of the contrast presented by the liberal amount about to be voted for Chicago and the insignificant sum allowed to the important town of Racine, in Wisconsin. The passage of this bill was followed by an appropriation of $36,000 for Wauke gan, iu Illinois, when airineffectual at tempt was mad to adjourn. ' An ap propriation of $32,000 was voted upo.i for Apalachicola, in Florida, notwith standing the opposiiion of the two Sen ators from that Slate", whose constitu tional scruples precluded them from giv ing it their support. The result of the vote showed that there was no quorum. and the Senate adjourned at half-past five o'clock. T In the House of Rbprksentatives the day was assigned to bills relating to the District of Columbia, and several of these, were passed : amongst them was one to enlarge the rights and privi leges of the Alexandria CantI Company, and giving the . assent of the United States to an act of Virginia in relation thereto; one amending the charter of Georgetown; and one to provide for the public instruction of youths without the limits of Washington and Georgetown. The bill from the Senate repealing the act appropriating thirty thousand dol lars for the erection of an armory for the District volunteers and as a" depository of national trophies was laid on the ta ble, as was also a bill to -incorporate a building association. After the refer ence of such bills as required considera tion in Committee of the Whole, the House went into committee upon the general appropriation bill. Not much progress was made, questions relating to Kansas being raised and 1 discussed un der the five- minutes ruie until nve e clock, when the Committee took a re cess. . ' , v At the evening session political speech es were made by Mr. Cragin, of New Hampshire, Mr. Underwood, of rteu rucy, and II r. Leiter, of Ohio.: and at ten o'clock the session was closed. N.
