J - u MISCELLANY. - KANSAS AFFAIRS. v ; We to-day spread before our - readers a eeries of documents as officially' published, in relation to the present unhappy comli-. tion of affairs in Kansas, and, serving also more definitely to reveal the acts and pur poses of the Executive with" regard to the existing disorders and threatened outbreak of flagrant civil waf in that ill-fated j 'J'erri tory. These official papers, composed as ' 'they are in part of reports from Officers of the army of the United States now station ed in the Territory of Kansas for the1 main tenance of law and the preservation of the public peace on our borders, possess at the present time an especial interest ancl value from the absorbing attention with which the state of affairs in that region is now regarded from all quarters of the county, as well as from the experienced impossibil ity of procuring authentic and reliable in formation from the heated partisans of either side in the present deplorable ccm- ,. plications and disorders of that Territory. How unsafe it is, in the existing1 stat cf popular feeling in Kansas, to depend up on the intelligence communicated to the partisan press in either section of tho coun try by their excited and prejudiced corres pondents in that Territory, may be infer red from a statement found in a late letter of the military officer now holding the chief command in Kansas, who complains that 'after the many false reports" brought to him "under the sanction of the civil officers in the country" he "can place no more re liance on such inforrtiaticn, and will only act on official reports from army officers or intelligence from . persons whoin he knows (1 know) to be reliable;"! thus showing that even those occupying civil posts in Kansas are in the s. me condemna tion or under the same inability as the pri vate citizens in the Territory who furnish so Time intelligence jwnicn. aeserves; to oe received as accurate- or even as being com municated in good faith its object too of ten seeming to be still - further to ififlame the public scntimeiit and to render still more inveterate the sectional feuds Which distract the people of Kansas. j It will be perceived, moreover, that, in consequence of official information received from Major General Persifer F. SmiilJ, now holding the headquarters of the" depart ment of the West at Fort Leaven wotth, in the Terrritory of Kansas, and communica ted under date of tfce 22d ultimo, ihel Pres ident of the United j States has iasiied or ders to the Governor; of Kansas requiring him lo ' have th militia of the Territory completely enrolled and organized, jto the end that they may. on short noticle, be brought into the service of the United States, aailyupon recjuiShierrr of that cBm mander of the military department in which Kansas is embraced, be furnished in such number and composition of troops as from time to time may be "found necessary "for the suppression bf all combinations to resist the laws of the United States too powerful to be suppressed by (he ciifil au thriiy, and for the ma'ntenmce of public order and ci il government io the Territo ry." And, incase tlie militia of Kansas hou!d prove inadequate for these purpo ses, Major General Smith is authorised to draw such additional number of miljtia as maybe necessary from the States ojf Illi nois and Kentucky, . tipon the Governors of each of which requisition is marie by the President, under date of September 3d, 1856, for two regiments of foot militia, to be held subject to tba command of Major General Smith, "whenever the exigencies , of the public service ; shall induce him to call for the said troops." j These documents ieerve to confirm with sufficient clearness, the melancholy fact, before dependent on rumor, that the disor ders which have so long prevailed in Kan sas seem to have lately assumed a, still more menacing aspect, and call, in the . judgment of the President, for extraordina ry and energetic measures of repression on the part of the General Government As it is r.ow impossible to hope for any pacification of Kansas by legislative en actments, Congress having unhappily ad journed without adopting any scheme for that purpose, though its utility and neces sity seemed to be admitted on all sides, the responsibility of preserving the public peace is reposed entirely in the hands of the Executive, who it: is most'earnestly to be hoped by every loyal citizen will so temper firmness of action with discretion of counsel as to restore tranquility, and maintain the supremacy of justice iri that unfortunate Territory,; ' , : Vl A SHIPWRECKED BOY. On Thursday morning a youth named Nathan Penfield was before Mayor Fergu .son, of Norfolk, baTing . quantity of jew elry in his possession, of which he 'gave the following account ; i i The ship Colchis, Captain Ellis, sailed jfrotn Bosion. for New Orleans about the , 10th of July, and was wrecked on the Ba " Jiama Banks about the 1st of, August. iSbe was taken possession of by the wreck ers ; ami tbe captain, mate and crew se cared .as many of the Valuable articles on aboard as they could save, among which were the articles in Penfield'a possession. The particulars are as follows : The younger brother. owned. a. pony, wnicn ine eiuer wisnea to nae to town, (they living but a short distance from Wes ly.) The other objected, and as the older brother rode off, hearing the other grum bling and uttering angry sounds, turned in his saddle, and in a mild and joking mood said, "I'll get me a cowhide, and and when I come back I'll whip you." He went to town and returned home in a short time. The younger brother, on meet ing the older one after his return, asked him: "Did you get the cowhide?" to which the other replied, "No, I did not;" whereupon the younger kicked at him, and as the elder turned fo depart, he having taken no notice of the conduct of his broth er, the younger stabbed him in the neck, cutting ili large artery therein, and caus ing death in a few moments. Memphis Enquirer, August 29A. : THE CENTUAL AMEUICAX QUESTION. The Washington correspondent of the New York Evening Post writes as follows, under dale of the 5ih instant: "The last despatch of Mr. Dallas, our Minister in London, gives reason to antici pate the news by the Arabia of a definitive settlement of our difficulties with England as to the construction of the Clajton-Bul-wer treaty. It is believed that the Briiish Government has assented to the terms heretofore so persistently demanded by the United States ceding the Bay Islands to their rightful owner, Honduras, and aban doning its protectorate of the Mosquito In dians. Both cf these points, in fket, are included in the treaty between Great Bri tain and Honduras, which has been the s'ubject of recent negotiation in London, ml which will, without doubt, be signed by the agents of the respecVvo Govern ments who are p .rties to the arrangement. f THE. TURKS AT A FIRE. I was not huig at Constantinople be fore I came in for what is of very fre quent occurrence -there, namely, a fire. Indeed, I believe that, as a storm is said to he always going on in some part ol the sea, so a conflagration, larger or smaller, is always - raging in some part of the narrow wooden streets of Slam boil. : The people have few public amuse ments, and this is considered one of the best, if I may judge by the demeanor of the crowds, whose singular bearing was to me more interesting than the spectacle 1 witnessed in common with them. At first 1 knew not what it meant. I had observed that vast multitudes were moving with what, for a Turk, is haste, toward the court of one of their mosques, and stationing themselves, as soon as they had reached it, on the step, balustrades, and every spot whence a view was commanded. Joining their company, I discovered the cause of their assembly in a whole street from which clouds of smoke were rising, and from which it was every moment expected that the flames would burst. Nothing could exceed the busi ness like alacrity of those who struggled tor a place in the balconies, or the pla cid enjoyment of those who had attain ed one. In expectation of the event, piles of carpets, pillows, and cushions had been already brought from the neighbor ing houses, and placed wherever room could be found. I On these comfortable seats the mul titude had established themselves the men in one part, sedately smoking ; the women in another, now looking on, and now playing with their children. In a moment refreshments of all sorts were provided ; sweetmeats, confectionery, and sherbet, by a number of rival pur-r veyors, who advanced "with unalatmed alacrity, amid the 'smoke and fulling sparks, plainly considering the scene of destruction a sort of "benefit," got up for- their, especial behoof, and uncere moniously elbowing to one side the pol ice, . who rushed, with pails of water on their heads, to the rescue of the burning houses. ; . i In a few minutes more, the flames burst out with a loud crash, mounting high into the heavens, and flinging an exciting arid pleasurable heat into the face of the crowds, who, without ever removing their pipes, (except to drink,) gazed with silent but impassioned inter est on a scene which, to them, was no more a matter "of surprise than a street preacher would be in Edinburgh, a "Funziane" at Rome, or Punchinello at Naples. - Among the ..calm crowd of spectators were the proprietors of the bur niug houses, ' smoking like their neigh bprs, and well assured that their loss had been determined -by Allah long before the prophet was bom. -' " ' ; - . , De .Vere Sketches.
