Washington, Feb. 25. 18571; In the Senate a protracted and anima ted discussion arose upon a motion of Mr. Hale to reconsider the vote by which the act was lately passed to enable the people of Minnesota I erruory to form a Constitu- lion and State Government. The object of this reconsideration was stated to be to remove from the bill the amendment lately a't.tched to it by the benate, on motion o JIr. Uipgs, restricting the right of suffrage in snid Territory to citizens of the United Slates, eiiher native or naturalized. The debaie of the day was directed to the rrtrrits of that amendment, though a wide range of discussion was taken by several kpeuk ers, involving a consideration of the consti tutorial effect and relation of our naturnliz btion laws, as well as the antecedent legis lation of Congress with respect to the elec tive franchise granted to the people of a 1 erruory in proceeding to form a Stale Constituti n. Those who advocated the motion to reconsider argued against the a mendmeiit of Mr. Biggs on the general ground that Congress had heretofore con ceded to other than citizens of the United Slat e of voiing in the Terri tAI-IAO 1171 II 0f r the special reason that in the case mnesota this right had al ready been nted to its inhabitants by the Congre tiiory. To nal act erecting it into a Ter- change the nullifications of voters in the J erruory so as to restrict its enjoyment would have he appearance of dtvesung the people of a franchise with which Congress had previously endowed them. On the other hand it was argued that suffrage should evir remain an inci uenl oi citizenship, and that there was something anomalous in the p-oposit.on that Congress should be empowered b, the Constitution to enact a "uniform rule for naturalization, and yet in contempt, of its own legislation should proceed to vest in other than citizens one of the must import- tint attributes cf citizenship 1 e theory of those who defended alien suffrage was also held to involve the additional anomaly of granting to those who owed no allegi ance to the General Governmen' the pnvi ledge of controlling and shaping one of its component member-; conferring, in a word, the highest right of citizens upon those who misfit join a public enemy of the country without incurring the penalty of treason. To the argument that there seemed to be some injustice in depriving the alien inhabitants of Minnesota of a right previously granted by Congress, it was replied that consistency in error was but a poor amends for the original mistake, and moreover there could be no legitimate charge of injustice in the premises, since Congress had held out no implied promise that the aliens of the , Territory should be - allowed to vote in the more important func tion of moulding and erecting the institu tions of a sovereign State. Congress might tolerate alien suffrage in a Territory while holding it unwise and inexpedient to per mit ita exercise at a juncture so momentous as that which was destined to give color and complexion to an integral member of our National Union. The motion to recon sider was advocated by Messrs. Douglas, Green, Pugh, Hale, and Toombs, and was opposed by Messrs. Thompson, of Kentuc ky, Adams, Bayard, Butler, Bel), of Term., Brown, Biggs, Houston, and Crittenden The vote being taken, tbe motion to recon sider was carried yeas 35, nays 21. The bill being thus again before the Senate, the immediate question then arose upon the re consideration of Mr. Biggs amendment, when, after, after several several ineffectual motions to that effect, the Senate adjourned without coming to any decision upon the subject which bad formed the burden of the day's discussion. - During the business of the morning hour a Dill was introduced by Mr. Brcwn for the purpose of establishing a rule by which the heads of the several Departments of the General Government shall be regulated in the appointment of clerks, apportioning to each State and Territory as well as to the District of Columbia such a relative Dum ber as tbey ma- be entitled to accord ng to the basis of Federal representation in the most numerous branch of Congress. - In the House of Representatives the !bill making appropriations for the legislative, executive, and judicial departments of the Government was passed, the House hay ss the privileg ikmi also Jt; WW ssto ing concurred ryeasvz, nnysuui in me a- mendment striking out the provision for the- pay of the Legislature of Kansas. . The joint resolutions from tbe Senate to prevent the' counterfeiting of coins were passed. - Vlien, at two o'clock, the House went into tommittee of the Whole, (.VI r Mace, of Indiana, in the chair,) a contest arose as to the order of business one portion of the committee desiring to consider fiver and harbor bills and another' portion preferring' action upon (he appropriation bills. Mr Campbell, of Ohio, successively moved the consideration of the navy, army4 civil ex penses, mail transportation and Indian appropriation bills, but these motions sev erally failed. The cemmittee" being four times found without a quorum, ihe roll was called and absentees reported No progress, however, was made, and, at a quarter past five o'clock, the House. adjourned. SECRETARY DOBBIN. The generous conduct of this gentleman towards the veteran Commodore Stewart, f our navy-yard, says the Pennsylvanian, has deeply endeared him not only to the friends of the Commodore but to all classes of society in Philadelphia. lhere is, perhaps no one of the relinnjr cabinet that leaves bis high office with as many friends and as few enemies as Mr. Dobbin, and will carry with him into his retirement the sincere love of so many thousands of our countrymen in every sec tion of our Union. Although in feeble health, no person could have exceeded him in his indefatiga ble discharge of the laborious functions of his responsible department. Under his ad ministration our flag has been seen in eve ry sea, and our commerce has been protect ee on every shore. Under his vigilant eye merit has been promoted in the serviceand important reforms have been made under his recommendation. When duty has de manded of him stern exercise of discipline, he has tempered it with such a gentle bear ing that even the offender left him with an impression of regard and respect. VVc hope that his health will be invigorated by repose from the cares of office and the heathful breezes' of his native climate, and thai a long career of future usefulness yet a'vaitshiin. He has many friends in Penn sylvania, ; . ; A BRIGHT RUSTIC. A few days since, a countryman came to town at Lowell, Mass, and eoinc: to the post office with a bank bill, culled for dollar's worth of postage stamps ; the clerks wanted specie, and he straightway, return ed with four Spanish quarters ; and ;hese being also denied admittance, except at a discount, he came a third time with a hun dred coppers, and a very copperish look of exultation, aeing informed by th official behind the window thut coppers were not a legal tender to a larger extent than three cer.ts at a time, th man from the ru a districts coolly purchased a 6ingle stamp, anil repealed the Oj eration till his persecu tor caved ntid took in' the remaining cents in a lump, much to "the internal satisfaction of the individual outside.
