Rural free delivery has a depart ment string to it in the guise of an order compelling the ruralists to buy one out of fourteen specified mail boxes, or in default thereof to suffer exclusion from the free delivery privilege. Each jolly farmer must have an iron mall bos, and must buy it from one or another of the favored fourteen manufacturers. This is regarded by the department officials as a beneficient arrangement all around ; but a Senate amendment has upset it, and the fur will fly in conference committee accordingly. Think of making the free delivery privilege contingent upon a reluc tant purchase of some petty contrac tor's patented mail box ! Philadel phia Ilecord. . Hon". Locke Craig, in speaking of the primary system, says : "I am not opposed to the primary," was his reply, and in answer to the in quiry what method for the selection of a Senator he preferred, he said, that as he had been spoken of as a candidate, his preference was that of an interested party, and might be of little consequence. Continueing, lie said : "The welfare of the party and not the preferenceof any candidate should control. I will say, as a can didate, the primary would be entire ly satisfactory to me. Some of ''our people oppose the primary, and they fear that the party may be torn into faction as it was in the fall of 1900. It may, be that we can avoid the evils of the last primary, and if we can, let us have the primary. No man should aspire to represent the people unless he is their choice." A few days ago Senator Pritch ard, "in all capacities," issued a proclamation to the people in which he asserted that he had information that Democratic Commissioners would exempt all delinquent Demo crats from, paying the poll tax in order to retain their votes. It was a serious -"charge amounting to a charge of the violation of the ofiicial oath of county commissioners. The demand was made upon Senator Pritchurd to "name the commission ers and the counties" or to give the name of his informant. To both demands he wus dumb. Senator Pritchardj lives in Madi son county, a rock-ribbed Republi can county, controlled by Republi cans. It has the distinction of hav ing the most expensive and poorest county administration of any county in North Carolina. But let that pass. It should be added that Senator Pritchard's law partner and son-in-law is county attorney 'of Mudison. In view of the Senator's slander of ."Democratic Commissioners," false ly charged with doing what the Madiion Record says is being done by Republican Commissioners in Senator Pritchard's own county rwe sav in view of the "chickens eomhi"' home to roost," Senator Pritchard owes it to himself to give the name of the liar who caused him to slander the "Democratic Commissioners" of the State, and to apologize for the wrong he has done them. Price 2c. at H. B. Sedberry & (Jo's. Negroes Held for Murder. Suffolk, Va., April 19. To save the prisoners from being lynched, two magistrates held court almost all day yesterday at Kelford, N. C. John Stephenson, Junius Bishop and John Bellield, all colored, were charged with the murder of Thomas Stephenson, white, n clerk in Peel Bros', store at Kelford. The negroes are said to have cursed Stephenson and had been put out of the store. Later Stephenson was shot several times in the back and one man fired at close range at his neck when the clerk was lying helpless faoe down ward. Milton Bellield, who was? captured and shot by officers at Wel don, N. C, implicated the others in what was supposed to be a dying declaration. The men were kept under strong guard Saturday night.
