Washington, D. 0 , Jau. f, 1903. The criticisms and protestations which have greeted Senator Hoar's auti-trust bill f uruieh ample evidence of the unwillingness of Congress to carry into effect, in a single instance, any of the recommendations of the President in regard to the control of the trusts. No sooner had the terms of Mr. Hoar's bill been made public than .Representative Jenkins, chair man of the Judiciary Committee, made public a statement in which he declared that the trusts had no thing to fear and the people nothing to gain by the passage of the bill, which whs merely' the old ide;ts re habilitated in new phraseology. It is evident from the views ex pressed by senators and members of Congress that tho passage of the bill depends entirely on the dictum of the trusts, if their attorneys advise them tjiat the bill will prove innoc uous they will gladly see it passed with the hope that, as was the case with the Sherman law, it will prove a hop to popular clamor. If, how ever, it is found that its passage will ove detrimental to the interests of tue trusts neither the Senate nor the House will pass it. In fact, the po sition of the House is fairly well rep resented by the statement of Mr. Jenkins. That Mr. Jenkins is op posed to all trust legislation has for some time been apparent and even the earnest efforts of Representative Littletield are destined to meet de feat at Mr. Jenkins' hands, whom it, is claimed, was selected as chairman IS YELLOW POISON In your blood ? The determination of the Presi dent and his Cabinet to use every power they possess to secure the rat ification of the Cuban treaty promi ses to precipitate an interesting fight iu the Senate. Senator Aldrieh and other extreme protectionists see in the Cuban teeaty the entering wedge in a policy which will eventually re suit iu material lowering of the Din gley schedules. They will, therefore, oppose the convention to the hist ditch. The claim is already being made that the President's action iu negotiating a treaty without the sanction of the House when that treaty affects the revenues is uncon stitutional and injury to the farmers by the redaction of the tariff on su gar by 20 per cent, is also te be made a plea for defeating the convention. On the other hand, Mr. Koosevelt has said that he will regard the vote on the treaty us a test of loyalty to himself so that the light promises to be unusually interesting. There is much interest in political circles iu the President's valiant tight in behalf of a negro postmis tress in a southern city which 'rebels at having auy but a white person in charge of the local postoliice. It seems that one Minnie M. Cox was appointed postmistress by President Harrison and reappointed by Presi dent McKinley.
