Committee Named For Victory Fund H. E. Beam was recently appointed to the regional Victory Fund Com mittee, which is conducting in this area an intensive drive to raise a part of the nine billion dollars in government securities to be sold during December. The Regional Victory Fund Com mittee is a segment of the Fifth Fed eral Reserve District’s Victory Fund Committee, which has organized all bankers in the district to carry out an intensive campaign for the sale of Victory Loan Bonds. The aim of the drive is to attract all idle funds and accumulated savings to Govern ment securities. Sale of these se curities is being made to all classes of investors. “North Africa does not mean that full victory is within our grasp," Hugh Leach, president of the Fifth Federal Reserve Bank and District committee chairman, declared. Phelps, chairman of the County AAA Committee. On that day they will vote on whether they want to keep cotton marketing quotas for another year. If two-thirds of those vot ing say “yes” cotton loans will again be available. But if quotas are re jected, there can be no loans on the 1943 crop, according to law. The loan rate has been raised from 85 to 90 per cent of parity, and the present rate in Washington County is $18.41 per 100 pounds for mid dling fifteen-sixteenths inch cotton. Although there is almost a two year supply of cotton on hand, cotton prices have been relatively high this year, mainly because of the loan, Mr. Phelps said. must stand our billions of dollars. During December alone we must raise nine billion dollars. To move on toward victory, we as a nation must spend a billion and a half dollars a week. The citizens of America must provide those billions. The bankers of America are going to do all in their power to give every individual citizen his opportunity to support with his dollars America and her fighting forces.” Securities which will be sold in the Victory Loan Drive are U. But remember this, whether or not you can go Electric this Christmas, you can go American: Small Farmers Can Help Materially In Filling War Needs FSA Will Aid Them To Increase Food and Fibre Production Definite things Farm Security Ad ministration has laid out to do in order to help Washington County borrowers take their full part in the war effort have been outlined by W. Willis Bowen, County FSA super visor. __ __ 1. The immediate job concerns, canning, storage, and marketing. Food that has been produced must not go to waste. Supervisors will teach families how to do this; 2. Help families plan production of food for next year’s use, and next year's market; 3. Lay stress on fall winter gar dens, seeding of small grain and seed ing fall pastures; 4. Study 1942 performance to as certain the degree to which families and communities have attained the goals set up; 5. Get next year’s farm plans pre pared right away in order that fam ilies may be getting acquainted with next year’s practices and enterprises; 6. Prepare to fight disease, to be healthy, both as individuals and as a community; 7. Help farmers to make substi tutions necessary on account of war shortages—plant legumes to save fer tilizer, save and grow out calves and pigs, improve and enlarge pastures to feed these extra cows and hogs. 8. Repair and use discarded ma chinery and equipment to increase food and feed production. Exchange use of machinery and equipment with neighbors for labor and other services, purchasing jointly, for joint use. where practical, new equipment which must be bought; 9. Help rarmers improve their tenure, as a step toward a better job of fanning; 10. Aid FSA families through supervision to use improved prac tices recommended and approved by County Agents and Extension Spe cialists. Emphasis will be laid on loans for production for war needs. The “green light” has been given Farm Security Administration by Secretary of Agriculture Wickard to proceed with necessary loans and farming assistance to small farmers for “1943 food and fibre production,” according to Mr. Bowen who said that plans and procedures were worked out at the conference to help the small farmers make the best possible contribution to food for freedom within the limited funds al lotted. Following the secretary’s directive, the first consideration in making all loans will be the produc tion of food and fibre necessary to win the war, he pointed out. “Farmers desiring loans necessary for assuring this maximum produc tion should make their applications early this fall," th supervisor said, “in order that sound farming plans may be worked out.” Farm Security assistance, as heretofore, will be limited to farmers who are unable to secure necessary loans and assis tance from normal credit channels. Supervisor Bowen quoted Secretary Wickard’s current instructions as authorizing and directing the FSA, “within the limits of available funds . . . to bring into full production the manpower and resources of all farm operators who are unable to achieve their full output through their own efforts, or through existing normal channels of assistance.” Program of Services Af Episcopal Church The Rev.
