Explanation of Proposed Amendments To Constitution of North Carolina To Be Voted On Tuesday, November 7 Fate of Five Amendments Deserves Attention of Each Voter On November 7th the voters of North Carolina will determine the fate of five proposed amendments tc the Constitution of North Carolina Each of these amendments deserves the earnest consideration of each and every voter in the State. A recent pamphlet issued by Thad Eure. Secre tary of State, furnishes such a cleai and concise explanation of each of the amendments that we take the liberty of quoting same for the bene fit of our readers who may not have received one of thse pamphlets. Amendment No. 1. To make the commisisoner of agriculture, the com missioner of labor and the commis sioner of insurance constitutional of ficers and members of the council of state. At present the governor, lieutenant governor, secretary of state, auditor, treasurer, superintendent of public instruction and the attorney general are named in the constitution as constituting the executive depart ment. The secretary of state, audi tor, treasurer and superintendent of public instruction constitute, ex-offi cio. the council of state, to advise the governor in the execution of his of fice.. If adopted, the officers named in the amendment -would be added to the executive department and also to the council of state. Amendment No. 2. To exempt no taries public from prohibition against double office holding. At present a notary public is an of ficer contemplated in constitutional prohibition against double office hold ing. If adopted, a notary public could hold any other office of place of trust under the authority of the state. Amendment No. 3. ro change tne state board of education amendment. This would rewrite the amendment adopted at the last general election. The principal changes proposed are: The position of comptroller would be stricken out and the state superim tendent of public instruction would be the administrative head of the public school system and secretary of the board: ten board members would be appointed by the governor sub ject to confirmation by the General Assembly, one from each of eight edu cational districts, and the following provision in the present constitution would be stricken out: "A majority of the members of' said board shall be persons of training and experience in business and finance, who shall not be connected with the teaching profession or any educational admin istration of the state/' Amendment No. 4. To authorize the General Assembly to provide com pensation for lieutenant governor. At present the compensation of the lieutenant governor is fixed in the constitution at $700 for each session of the General Assembly. If adopted, the General Assembly could fix the compensation in its discretion. Amendment No. 5. To abolish con stitutional requirements of private examination of wife for sale of home stead. At present, in order to convey abso lute title to real estate free of dowei and homestead rights,the wife must be examined privately, saparately anc apart from her husband, and there must be a certificate to the effect thal she signed the instrument voluntarilj without fear or compulsion. If thk amendment is adopted, such private examination of the wife would not be necessary in the conveyance of abso lute title to real estate. _ I I With Them To j j The Very End I By Sgt. Edward F. Tobacco Sales Total 423 Million Pounds Raleigh.—More than 423 million pounds of flue-cured tobacco have been marketed in North Carolina warehouses during the present mar keting season, according to J. A. Win field. market newsman of the N. C. Department .of Agriculture. A total of 702,267.691 pounds of flue-cured tobacco have been market ! ed today with Georgia and Florida | sales accounting for approximately 122 million pounds; South Carolina approximately 126 million: and Vir I ginia approximately 30 million | pounds. Producers sales during August and I September in North Carolina ac counted for 92 per cent of the total gross sales stated Winfield. On this basis North Carolina producers have sold about 389 million pounds of to bacco during this season which repre jsent 53 per cent of North Carolina's j estimated flue-cured crop of approxi mately 730 million pounds. Oliver is met at the dock, not only by his fiancee. Miss Shepard, but also by two other girl friends, and the ensuing happenings give him plenty of trouble and the audience plenty of laughs. A couple of breach-of-promise suits and the loyal efforts of the two pals to extricate their friend from his dif ficulties keep things rolling merrily along to a sparkling climax. Five new tunes by Mort Greene and Lew Pol lack are featured in the picture, which was produced and directed by John H. Auer. With a high quota of entertainment throughout, "Seven Days Ashore'' is an excellent film every audience will enjoy.
