The Stevens-Scales road bill was dis
placed in the Senate by a substitute
oiTercd by Senator Stacy, of Roberson
The material difference in the two
'ficasures is the bond feature of the
substitute. Instead of meeting the
F'ederal road allotment by a direct tax
(>n automobiles and other motor
i-ehiclc3. the stacy substitutes pro-
rides for the issue of bonds not to
trKceed four and a half million dollars
••lurinp: the next two years for the
purpose. It also reduces the number
«f the personnel of the State High-
v>ay (’ommission and increases the
present tax on automobiles. The
House members say that they are “lay
itig for this bill” and what it will
look like Vvhen the Senate asks for a
conference to adjust some minor dif
ferences no one ventures to guess.
The prevailing sentiment amongst the
Rouse members is decidedly favor
able to the idea that those who use
the roads mush pay for them. The
Stacy substitute has got everybody
i:uessing.
Hon. Josephus Daniels, Secretary
of the Navy, addressed a joint-meet
ing of the Genera! Assembly on-Wed
nesday and spoke to the North Caro
lina Social Service Conference on the
evening of the same day. He advo
cated progressive legislation along
many lines and related an interesting
^ry of the navy's part in the great
world war. The Secretary was given
a great ovation. '
The child labor iasoe is still a live
topic around the capitol and in the

Roads. Senator Cloud has previously j
received a number of requests from i

the bill for a hearing by opponents of !
the measure and Wr. S. Y. Bryson j

arrived Saturday morning armed with
petitions containing 230 names to op
pose its passage in its present form.
The i)etitions, which are addressed to
Senator Cloud, set forth:
We the undersigned working dem
ocrats of Henderson county, do not at
this time, favor placing the roads and
road machinery, and maintenance in
the hands of the present Board of
county Commissioners. Almost the
iivot official act of this present Board
w’as to discharge the County Farm
Demonstrator, for no other reason,
so far as it is known, execpt that he
was not of the ‘right’ political faith.
The road machinery is, and has been,
I in charge of a board of magistrates,
I one from each town ship of the coun
ty, and we are still in favor of this
, board as the body to have ultimate
authority in road management, in-
; stead of the County Commissioners.
We favor a commission of three to be
appointed by this body, who shall have
active direction of the road improve
ments and maintenance and the ap
pointment of a full time road super
visor, v^ho will be responsible to this
commission. We also favor any other
amendments to the present road law
, which will facilitate more efficient
I service, and better roads for the
I County.”
I Mr. Bryson does not think the
j people of the county generally have
I any idea of the provisions of the bill
sent down early in the session, and
which passed through the House with
out a hitch. lie can see no reason for
proponing to turn the road system
over to the republican commissioners
and appears to have mighty strong
backing in the protest he will make to
the passage of this bill. A substitute
i will probably be offered for the Jack
son bill in the Senate, in which event
I the matter w'ould have to go back to
I the House for concurrence in the Sen
ate amendment. Representative Jack-
' son says it is a democratic fight in
which the republicans of the county
are deeply concerned. However, he
will s'tand by his guns if the propon
ents of his bill insist upon its possage
without change.
The probable result will be the pas-
suige of a bill in harmony witii the
progress of the times and all differ
ences amicably adjusted. '
There are no names of republicans,
on the petition brought down by Mr.
Bryson and this fact .is having
weight with Senator Cloud, who
seems anxious to do what a majority
of the people w'ant done. The names
of prominent men in the \town J\nd
county, some of them being public
o.Ticials, appear on the Bryson peti
tions and this means that the argu
ment is not cn one side. The point
is being made, and v/ith some force,
that the country people were not con
suited in the preparation of the Jack
son bill and that they have a right to
be heard, since they must bear their

portion of this week.
Representative Lyday, of Transyl
vania, is a faithful attendent upon
t!ie sessions of the House. Any con
stituent who may come here to see
George Lyhiy will lind him right on
the job. He is a close observer of
legislative happenings and stands
well with his broi,her members. Tran
sylvania did herself credit by send
ing i\Ir. Lyday <iown this winter to
represent her interests. He makes
