Gov ernor Bell announced today that ho would grant a reprieve nntil June 2, in the case of Mrs. Mary Mnbelle Rogers, sentenced to be hanged at Windsor tomorrow. Judge Swayne Files His Answer. Washington, Feb. 8. Through his counsel Judge Swayne today made formal response in the Sen ate to the articles of impeachment made b.y the House of Representa tives. The answer was a formida ble document in point of size, and in it the twelve articles of impeach ment were each answered at length. In every case the fact charged was admitted, but explained from Judge Swayne ' point of view, and in addition it was contended that even if the conditions were true as charged, they were not of a character to justify proceedings for impeachment for "High crimes and misdemeanors.''
