United States say if individuals or a
political party began to , agitate to
do away with one of our most treas
ured constitutional possession:; name
ly, the right to the private ownership
of property ? , '
Instead of advocating such a policy
in plain English, there are well-meaning
people . in this nation who pro
pose plans which would accomplish
practically the same result in a mod
ified form under the guise of gov
ernment, ownership, public ownership
or municipal: ownership of various
lines of business and industry.
It is a generally understood fact
that pur government was originally
founded to relieve the people from
exorbitant taxation demanded to main
tain officialism and the divine right
of kings. In America the new gov
ernment was to exist for the people,
rather than the people existing' for
the government. Thomas Jefferson
laid down a cardinal principle when
he said : "That government is' best
which governs least."
It makes little difference what ex
cuses are offered for putting the gov
ernment into business, the net result
is that each such act destroys the
right of some individual or group of
individuals to own and operate pri
vate property under our fundamental
laws.-
What is the use of blinding our
selves to the fact that no matter how
honey-coated with words and prom
ises the proposition for public own
ership may be, when the government
goes into -business it drives, its pri
vate citizens and taxpayers out of the
same line of endeavor because there
can be no private competition with
tax-free government undertakings.
This brings up the question of tax
ation. One of the arguments of pro
ponents of public ownership of in
dustry is that such projects could
furnish service more cheaply than
private enterprise because-of being
tax-free. But what is tax-free? Pro
ponents of public ownership measures
do not attempt to claim that taxes
would be reduced by this type of
ownership of industry. As a mat
ter of fact, they would undoubtedly
be increased if the records of the
past can be taken as a guide for the
future profits are not essential to'
public operation and deficits can be
rharFPdtothe. taxpayer. Any taxes
which private industry, would pay and
which was not publicly, owned. These
are facts which cannot be escaped.
The big basic principle for all cit
izens to consider is whether or npt
they wish to change our form of
government which heretofore has en
couraged private initiative and enter
nrUp and nrivate ownership of prop
erty, for an ancient form of govern-
ment which destroys rignis ami priv
ileges of the individual.
Shall we go back to European prac
tices from which we escaped some
150 years ago? Shall .the govern
ment become a competitor with pri
vate citizens instead of exercising its
present functions of regulation and
control?
As a people, we cannot afiord to
be blinded to this real issue which
confronts us. It is not a matter of
partisan politics but it is a great
question involving the personal rights
and liberties of ourselves, our chil
dren and their children to come.
If the people wish to change their
form of government, the majority will
eventually decide, but let the decision
be based on an understanding of the

Clinic For Cripples
Through the . Rotary Orthopaedic
Clinic at Sylva, which meets 'for the
second time on Saturday, October
20th, in the Methodist church, many
cripples of this section of the state
who have despairc.d of having their
deformities corrected are, being pro
vided with an opportunity to secure
treatment by an "orthopaedic special
ist that will remove a part if not all
of their physical . handicaps.
The' Sylv'a Clinic is, a. link in the
chain of clinics established over the
entire State of North Carolina by the
State Department of Vocational Re
habilitation for the purpose of provid
ing such, treatment to all of the in
digent cripples' of the state. No one
can estimate the value of this pro
gram, not only to these handicapped
people themselves, but to the com
munitie's in which they reside and the
commonwealth as a whole.
Orthopaedic , treatment is but the
first step in the program of the Re
habilitation Department. After the
physical handicap has been removed
as far as possible, the Department
provides a course of vocational train
ing to fit the disabled party for a
vocation suited to any remaining hand
icap, and then aids him in securing
suitable employment. Thus he is fit
ted for. an active life of usefulness,
supporting himself and dependents,
and contributing to the production of
