WASHINGTON, D. C, March 4.
In a statement issued today, the
United States Civil Service Com
mission advised the public not to
conic to Washington for the pur
pose of s'cekng federal employment.
The commission explained that
the District of Columbia Committee
on Employment has called its at
tention to a number of pathetic
cases where persons have come
from considerable dislances ex
pecting to obtain a government
position on the strength of having
passed a civil service exarninaton,
only to become stranded and in
some instances a public charge.
It was pointed out that even if
a person has passed a civil service
examination with a hfh rating he
has no assurance that a postion
will be immediately! available to
him. Appointments to federal po
sitions, the commission said, are
made only as the actual needs of
the service require, and in accor
dance with the civil service rules,
and the presence of an applicant
in Washington cannot in any way
improve or expedite any prospects
of employment he may have.
The Commission staled in con
clusion that no one. should come
to Washington expecting to rmrive
a federal position except in re
sponse to a definite offer of em
ployment from a government establishment.

There is no magic- formula that
will set merchants to smiling and
cash registers to singing, but wise
ordering for future needs will do
much to stabilize markets and the
employment situation, suggests
Fred W. Sargent, pisidcnt of the
Chicago & Northwestern railway
in the March Rotarian.
"The story is told of a Kansas
City paper wholesaler," writes Mr.
Sargent, "who found he could place
orders ahead for 240 items. In
stead of buying his paper by ton
lots, he could assure the manufac
turer that periodically he would
take a specified number of tons.
This enabled the manufacturer to
adjust his schedules so as to order
his sulphite and pulp in larger
quantities and to assure his work
men steady employment. And they,
in turn, have greater purchasing
power."
Business today is needlessly re
tarded by fear, Mr. Sargent points
out. This uncertainty extends from
the housewife who. hesitates to
make normal purchases because
Saturday may bring a sale, to the
manufacturer who, doubtful of the
future, cuts' his purchase f raw
materials, reduces output, and dis
charges workmen.
"An opportunity now exists," dc
clares Mr. Sargent, "for men with
business insight to hasten the
healthy readjustment between de
mand and supply and to help bring
about a reassuring psychology

into business terms, means active
buying.
"We have already made a good
start. Chambers of Commerce, Ro
tary and . other business groups
have it within their power to eiert
a salutary influence. Many are
actively preaching 'buy now' pieas-

make a careful survey of their
needs six months or more ahead
and to give orders for future de
liveries... "It should never be necessary for
business to ask humiliating favors
of the government. Nor need we
kill the golden goose by reducing
standards of living. But common
sense, a feeling for humanity, and
aggressive group action can cer
tainly set forces to moving that
will bring relief to the present sit-uaton."
