With the backing of 22 member hosptals in the area, and under the guidance of a special Citizen Committee composed of members representing each of the counties, the Blue Cross enrollment program was initiated. Senator Frank M. Parker, Asheville, is chairman of the Citizen Committee. The Health and Hospital Council, according to chairman S. K.
