Tom Kenan Passed.
Mr. W. B. Christian writes from Wash
ington to the News and Observer, that
among those appointed yesterday as cadets
at the Naval Academy was Mr. T. S. Ke
nan, of Kenansville. Fayetteville claims
Tom Kenan, and is proud to have such a
handsome and intelligent son represent
her in the Navy. It is a great credit to
any boy to be able to pass the very rigid
examination required. Success to the

The Scarlatina.
No new cases of scarlatina have been re
ported to the health officer to-day. The
cases we reported yesterday are all doing
well and likely to cause no further trouble.
The period of incubation is ten days and
the period of "immunity" is three weeks.
Instead of Mrs. John R. McNeill's, on
Haymount, as reported yesterday as one of
the infected houses, it should have been Mr.
John D. McNeill's, of Haymount. Mr. Mc
Neill is a conductor on the A. C. L.
The physicians say that the cold weather
may kill all floating germs.
"Yellow Fever" placards have been placed
on all the houses mentioned yesterday. "

enlargement f the Obserrer's Quarters.
We have been, en gaged for several days
in removing the press and other fixtures
to the first floor of the Observer build
ing, where a platform disconnected with
the flooring and supported from the bot
tom of the cellar below, has been con
struced for its reception. This work was
ordered a month ago to meet the enlarged
needs of the Daily, and we have suffered
much loss and inconvenience in conse
quence of the delay, missing mails, etc.
The change adds to our present quarters a
business office on the first floor (as well
as the press room referred to) with con
necting stairway to the composing room.
All will be in proper condition, we hope,
in a day or two when out-of-town sub
scribers will get their Dailies regularly
on time.
Is Charlie Frazell Crazy ?
A young Mr. Haywood from over the
River was in town this morning and re:
ported to the county physician the follow
ing : A man rode up to Mr. Jas. McDan
iel's house, which is near Judson Church,
last night, and asked for shelter. Mr.
McDaniel took him in his house and gave
him a bed. He said that his name was
Charles Frazell, and that he was from
Manchester. It was very evident that
the man was out of his mind, and Mr.
McDaniel was in a dilemma. After going
to bed the man became very violent, call
ring loudly for something with "which to
kill himself.
It was all that the family could do to keep
him from committing suicide. From the
way he talked it is thought that he is suffer
ing -from great religious excitement. Mr,
Haywood came in to see what could be done
about the unfortunate man and to find out
who he is.
Mr. Charles Frazell ran the commisary a
Mr. John Elliott's place near Manchester,
and was recently in this city and purchased
a black horse, blind in one eye.
The horse ridden by the man who is at
Mr. McPaniel's, is a black horse and blind
in one eye. It must be the same man.
