The Regular Game Here is a part of Populist Campaign chairman Washburn's statement, which was left out of yesterday's issue: Our facilities for receiving the election returns are equal to any. We know from private adyices and the returns up to date that McKinley is not elected. Ou the oth er hand tho latest returns justify our claim that Mr. Urvan is elected. It is one of the peculiarities of Republican enterprise that they always claim everything in sight a few hours after an election. In 1870, as well as in 1884, it was not known for' three or four day6 which can didate had won. Although the early re turns indicated Republican victory Dem ocratic victory followed. Again, four years &so. the earlv returns favored Harrison's 7 - 1 - - election, while the subsequent ones elected Cleveland. This year the early returns favor McKinley, because they came from the Eastern and Middle States and from the cities of other States while the returns from the South and West were withheld so as to stampede public sentiment that McKinley was elected, whether he was or not. and thus create sentiment in advance which would operate to his advantage in case the election was contested; while, on the other hand, had the first returns an nounced Bryan's success and a contest re sulted, there would be an uprising of the people through fear of a repetition of the Tilden episode. It Is plain from the foregoing which is almost identical with the editorial state ment in the Observer the day after the election rthat the regular game of the Re publicans is to make extravagant claims in order to veil intended fraud.
