Everett Haynie, Candidate For Shedff To the Voters of Madison County; 1 hereby announce myself a can didate for the office of Sheriff of I Madison County subject to the!careful investigation finds that the WHEREAS, the Board of Alder-mcn-tho governing body for the Town of Marshall, North Carolina, has had under consideration for several months the advisability of installing a gravity water system for the paid town, and, . ', WHEREAS, after careful inves tigation the said Board finds that the present water system is becom ing, if not" already insufficient to supply the needs of said town and that in the summer of 1921 al though more than the usual amount of rainfall the users of water, in said town were notified by the aut horities in charge of the water sys tem to reduce th3 consumption of water, that it was impossible to pump a sufficient amount of water to supply the full needs of the users of water, for tho reason "that the water was not in tho earth." The Board further finds that the water now in use in said town is very unsatisfactory, in that the acid or foreign substancw in the wa ter .eats up the water fixtures, re quiring a replacement of boilers and other fixtures about every three or four years, and that competent scientific authorities have pronoun ced that the present supply of water is injurious to the health and internal organism of the human body: And, , WHEREAS, the Board of Alder meu know from common obscrva. tion t h a t the said town can never grow or develop to very little more, if any, than what it is now with the present water system; and," WHEREAS, under the present system industries will not erect plants in said town where the use of water is required with the pre sent supply of hard or acid water: and, WHEREAS, with the present water system because of the scar city and uncertainty of the water supply, the fiire insurance rates are almost prohibitory in tho business portion of said town of Marshall, because they are so high that the average business man and property owner cannot afford to pay them. Thu? exposing the property of the people to great risk; and with the proposed gravity water system in surance rates would be reduced, thereby saving the risk to many, and a large amourit of money to those who pay the present high in surance rates. WHEREAS, it is further consid ered that the said town of Marshall as a whole, will very soon beat the mercy of a . private concern, even for the water system which now supplies the town as herein set forth, unless the proposed gravity water supply system i installed: and, WHEREAS, the said Board of Alderman has caused a survey to be made by an expert hydraulic en gineer, of the water-shed on the head-waters of Hunter Creek and a survey of tho right of way for a pipe line: and, , WHEREAS, there are -about six hundred and fifty acres of land in said water-shed which will, furnish to the said town two hundred-and fifty thousand gallons of fresh; soft, pure water per day at the lowest tide of water estimated by geologi cal experts, and from that amount up to several millions gallons per day in the more favorable seasons of the year: and, WHEREAS, the Board afte Continued next week. .2.25. will and action of .the Republican Primary to be held on June 3rd, and I earnestly ask the supjxirt of the good voters of Madison county and if I am nominatedand elected to said office I pledge myself to devote my entire time to same and serve you to the best of my ability '", . - ', Respectfully, . WHEREAS, the town already owns the reservoirs and the pipe lines etc., in the town, worth about $20,000, from which the town is receiving no revenue except . the present water supply at the rates which each user pays per month far water: and, WHEREAS, it Is believed that said gravity water line can be in stalled without increasing the ' tax rate in said town or imposing any additional burdens upon the people of said town and it is further ' be lieved that the said proposed gravi ty water system will not only be self supporting but that the cost of water will in a few yean be mate riauy reaucea to the consumers and that said gravity water system will encourage the erection of in dustnes in the town and will be the means of greatly increasing the towns population. 'NOW THEREFORE, in order that the said town may have an abuudant supply of pure, soft, tresn water and for the purposes and reasons set forth in the fore going preamble do enact the fol lowing ordinance: THE BOARD OF AEDERMEN the present governing body for said town of Marshall in session on the 27th day of March, 1922, do ordain an enact an ordinance to be en titled "AN ORDINANCE AUT HORIZING THE BOARD OF ALDERMAN the governing body of the town of Marshall, N. C, to issue serial bonds not exceeding $55,000, for the purpose of estab lishing a Gravity Water Works System for said town of Marshall." The Board of Alderman for said town of Marshall do ordain; FIRST, the said Board of Alder men for said town of Marshall under and by authority vested in said Board by the laws of North Carolina enacted by the General Assembly of North Carolina, Extra Session, 1921 entitled "An Act to Amend and Re-enact the Munici pal Finance Act, being sections 2918 to 2961 Consolidated Statut es of North Carolina, "Ratified the 20th day of December A. D. 1921," for the purpose of establishing Gravity Water Works System for said town, ro purchase a sufficient water shed, to be approved by a competent hydraulic engineer, pipe line right of way and the pipe and fixtures to make said water works system complete, do hereby autho rize and direct the issue and sale of Serial Bonds of said town of Mar shall and payable in not less than three nor more than forty years from date of issue, and agregating not more than $55,000 to be known, styled, and designated "Marshall North Carolina W ater Works Bonds," said bonds to mature in annual installments or series to be determined and fixed by the said governing body of said town of Marshall. SECOND, that all of said bonds shall bear interest at a rate to be fixed by the sai3 governing body of said town, but not exceeding six per cent per annum, and are to be dated at a time fixed by said gov erning body, Interest on said bonds shall be payable semi annually at the dates fixed by said governing body nf each and every year so lo ig as any portion of said bonds shall remain unpaid, and when said bonds are sold and the' proceeds turned over to the proper authori ties of said town designated by said governing body, -all of said fund to be known as "The Mar shall Water Works Fund " THIRD, that all bonds authoria-, ed and issued under this Ordinance ! shall be cotipon bonds and may be registered, and of sueh denomina tion as the said governing body of said town may determine, and shall be signed by the Mayor of the sa'd town of Marshall, and by the Secretary :of the said governing body, and. sealed with the seal of said town The coupons thereon 1 may be signed by paid Secretary alone, or he may have lithographed, engraved or printed thereon the fac-similie of his ..signature. The said bonds shall be in all other respects in such form as ' the said governing body ui:iv direct in compliance with the laws of North Carolina herein nien'ioneil. SIXTH, that a staien.ent of the debts of the faid town of Marshall shall at once be prepared by the clerk of fitid goxeji-.ing body in compliance with the said ''Munici pal Finance Act' -and shall bo filed with said clerk and shall be open to public inspect ion -,. SEVENTH, that ihe rate of charges for water io consumers shall not be reduc.-d until the amount annually received by said town from water rc:its U in excess of what it takes to j::y the inter est on said bonds and the principal as it falls due, provided that the governing body of said town may ma'e special rates for industrial purposes as may le fur the mutual advantage; both to ihe town and to such industrie?.
