MARSHALL, TV. V., JAN. 8, IMS THE NIWS RECORD PAGE SUVrt mm mm BEItNADETTE W. HOYLE Fublio mfonnatton Officer North Carolina State Board o Puftio Welfare "In public welfare in North Carolina, paramount considera tion is given to the total needa of the child and hia family, and financial assistance is made a vailable only when required and eligibility requirements are met." Dr. Ellen Winston, Commis sioner. Some of the most successful respected citizens in North Car olina are men and women who, when they were young, were re cipients of aid to dependent chil dren grants from the county de partments of public welfare. One of these is the principal of a school in the western part of the State. Some of the children who are now .pupils in hia school come from families who am receiving id to dependent children pay ments. "I find myself compar ing their circumstances with my early childhood days," said the principal. "I know that the aid to 'dependent children program has helped raise the standard of living socially, economically, and morally in family groups.'' The principal himself was one of four children whose father died when they were very young, leav ing the mother without economic Becurity. Their only possessions were a modest home and one acre of land. The mother tried, un- ' successfully, to work outside of the home, but realized that the children needed her in the home and paying someone else to care for them was too expensive. She applied for aid to depend ent children and was eligible to armed services after high school graduation ami made an allotment to hia mother for three year. She then requested termination of the aid to dependent chfldren grant. When he returned home, he at tended college through his G. I. educational grant and part-time work.
